the term ‘‘level’’ 12 means an amount. 13 (c) The level referred to in subsection (a) shall be 14 the amounts appropriated in the appropriations Acts re-15 ferred to in such subsection, including transfers and obli-16 gation limitations. 17 S EC. 1102. Appropriations made by section 1101 18 shall be available to the extent and in the manner that 19 would be provided by the pertinent appropriations Act. 20 S EC. 1103. No appropriation or funds made available 1 or authority granted pursuant to section 1101 shall be 2 used to initiate or resume any project or activity for which 3 appropriations, funds, or other authority were specifically 4 prohibited during fiscal year 2024. 5 S EC. 1105. Except as otherwise expressly provided in 6 this division, the requirements, authorities, conditions, 7 limitations, and other provisions of the appropriations 8 Acts referred to in section 1101 shall continue in effect 9 through the date specified in section 1106. 10 S EC. 1106. Unless otherwise provided for in this divi-11 sion or in the applicable appropriations Act, appropria-12 tions and funds made available and authority granted pur-13 suant to this division shall be available through September 14 30, 2025. 15 S EC. 1107. Expenditures made pursuant to the Con-16 tinuing Appropriations Act, 2025 (Public Law 118–83) 17 shall be charged to the applicable appropriation, fund, or 18 authorization provided by this division. 19 S EC. 1108. (a) For entitlements and other mandatory 3 payments whose budget authority was provided in appro-4 priations Acts for fiscal year 2024, and for activities under 5 the Food and Nutrition Act of 2008, the levels established 6 by section 1101 shall be the amounts necessary to main-7 tain program levels under current law and under the au-8 thority and conditions provided in the applicable appro-9 priations Acts for fiscal year 2024. 10 (b) In addition to the amounts otherwise provided by 11 section 1101, the following amounts shall be available for 12 the following accounts for advance payments for the first 13 quarter of fiscal year 2026: 14 (1) ‘‘Department of Labor—Office of Workers’ 15 Compensation Programs—Special Benefits for Dis-16 abled Coal Miners’’, for benefit payments under title 17 IV of the Federal Mine Safety and Health Act of 18 1977, $6,000,000, to remain available until ex-19 pended. 20 (2) ‘‘Department of Health and Human Serv-21 ices—Centers for Medicare & Medicaid Services— 22 Grants to States for Medicaid’’, for payments to 23 States or in the case of section 1928 on behalf of 24 States under title XIX of the Social Security Act, 25 VerDate Sep 11 2014 01:12 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H1968.IH H1968 kjohnson on DSK7ZCZBW3PROD with $$_JOB 11 •HR 1968 IH $261,063,820,000, to remain available until ex-1 pended. 2 (3) ‘‘Department of Health and Human Serv-3 ices—Administration for Children and Families— 4 Payments to States for Child Support Enforcement 5 and Family Support Programs’’, for payments to 6 States or other non-Federal entities under titles I, 7 IV–D, X, XI, XIV, and XVI of the Social Security 8 Act and the Act of July 5, 1960 (24 U.S.C. ch. 9), 9 $1,600,000,000, to remain available until expended. 10 (4) ‘‘Department of Health and Human Serv-11 ices—Administration for Children and Families— 12 Payments for Foster Care and Permanency’’, for 13 payments to States or other non-Federal entities 14 under title IV–E of the Social Security Act, 15 $3,600,000,000. 16 (5) ‘‘Social Security Administration—Supple-17 mental Security Income Program’’, for benefit pay-18 ments under title XVI of the Social Security Act, 19 $22,100,000,000, to remain available until ex-20 pended. 21 S EC. 1110. (a) Each amount incorporated by ref-22 erence in this Act that was previously designated by the 23 Congress as an emergency requirement pursuant to sec-24 tion 251(b)(2)(A)(i) of the Balanced Budget and Emer-25 VerDate Sep 11 2014 02:40 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\H1968.IH H1968 kjohnson on DSK7ZCZBW3PROD with $$_JOB 12 •HR 1968 IH gency Deficit Control Act of 1985 or as being for disaster 1 relief pursuant to section 251(b)(2)(D) of such Act is des-2 ignated by the Congress as an emergency requirement 3 pursuant to section 251(b)(2)(A)(i) of such Act or as 4 being for disaster relief pursuant to section 251(b)(2)(D) 5 of such Act, respectively. 6 (b) Section 6 of Public Laws 118–42 and 118–47 and 7 section 11206(4) of this Act shall apply to amounts des-8 ignated in subsection (a). 9 (c) Each amount incorporated by reference in this 10 Act that was previously designated in division B of Public 11 Law 117–159, division J of Public Law 117–58, or in sec-12 tion 443(b) of division G of Public Law 117–328 by the 13 Congress as an emergency requirement pursuant to a con-14 current resolution on the budget shall continue to be treat-15 ed as an amount specified in section 103(b) of division 16 A of Public Law 118–5. 17 S EC. 1111. Any language specifying an earmark in 18 an appropriations Act for fiscal year 2024, or in a com-19 mittee report or joint explanatory statement accom-20 panying such an Act, shall have no legal effect with re-21 spect to funds appropriated by this division. With respect to any discretionary account 4 for which advance appropriations were provided for fiscal 5 year 2025 or 2026 in an appropriations Act for fiscal year 6 2024, in addition to amounts otherwise made available by 7 this division, advance appropriations are provided in the 8 same amount for fiscal year 2026 or 2027, respectively, 9 with a comparable period of availability. 10 S EC. 1113. Not later than May 15, 2025, and each 10 month thereafter through November 1, 2025, the Office 11 of Management and Budget shall submit to the Commit-12 tees on Appropriations of the House of Representatives 13 and the Senate a report on all obligations incurred in fis-14 cal year 2025, by each department and agency, using 15 funds made available by this division. Such report shall— 16 (1) set forth obligations by account; and 17 (2) compare the obligations incurred in the pe-18 riod covered by the report to the obligations incurred 19 in the same period in fiscal year 2024. 20 S EC. 1115.
