To prohibit certain activities involving kangaroos and 
kangaroo products, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Kangaroo Protection 4
Act of 2025’’. 5
SEC. 2. KANGAROOS AND KANGAROO PRODUCTS. 6
(a) D
EFINITIONS.—In this section: 7
(1) K
ANGAROO.—The term ‘‘kangaroo’’ means 8
a dead animal or a part thereof of the species— 9

(A) Macropus fuliginosus (commonly 1
known as the ‘western grey kangaroo’); 2
(B) Macropus giganteus (commonly known 3
as the ‘eastern grey kangaroo’); 4
(C) Osphranter robustus (commonly known 5
as the ‘common wallaroo’); or 6
(D) Osphranter rufus (commonly known as 7
the ‘red kangaroo’). 8
(2) K
ANGAROO PRODUCT .—The term ‘‘kan-9
garoo product’’ means an item that is composed in 10
whole or in part of a kangaroo. 11
(b) U
NLAWFULACTS.—It is unlawful for any person 12
to knowingly— 13
(1) bring into the United States for commercial 14
purposes, possess with the intent to sell, or sell a 15
kangaroo; or 16
(2) introduce or manufacture for introduction 17
into, sell or offer to sell, trade, advertise, transport, 18
or distribute in interstate commerce a kangaroo 19
product. 20
(c) C
RIMINALPENALTIES.— 21
(1) I
N GENERAL.—Any person who knowingly 22
violates this section shall be fined not more than 23
$10,000, or imprisoned for not more than 1 year, or 24
both. 25

(2) SEPARATE OFFENSE .—Each violation of 1
this section shall be a separate offense and the of-2
fense is deemed to have been committed in the dis-3
trict in which the defendant may have taken or been 4
in possession of the kangaroo or kangaroo product. 5
(d) R
EGULATIONS.—The Secretary of Commerce, in 6
consultation with the Attorney General, the Secretary of 7
Agriculture, and any other agency the Secretary of Com-8
merce determines appropriate, shall issue regulations nec-9
essary to implement this section. 10
(e) E
FFECTIVEDATE.—Subsections (a), (b), and (c) 11
shall take effect on the date that is 180 days after the 12
date of the enactment of this section. 13
