FINDINGS. 1 Congress finds the following: 2 (1) On September 11, 2001, the United States 3 suffered the deadliest terrorist attacks on United 4 States soil (referred to in this section as ‘‘the at-5 tacks’’). 6 (2) 2,977 people were killed during the attacks, 7 marking the single worst foreign attack on United 8 States soil since Pearl Harbor in 1941. 9 (3) In New York City, 2 planes hit the Twin 10 Towers during the attacks, causing both 110-story 11 towers to collapse in less than 2 hours, as well as 12 destroying 5 other buildings in the World Trade 13 Center complex, leaving a death toll of 2,753 people, 14 including all passengers and crew members of Amer-15 ican Airlines Flight 11 and all passengers and crew 16 members of United Airlines Flight 175. 17 (4) During the attacks, American Airlines 18 Flight 77 struck the side of the Pentagon, killing 19 184 passengers, crew members, and personnel. 20 (5) In Pennsylvania, during the attacks, United 21 Airlines Flight 93 crashed near Shanksville, killing 22 all 40 passengers and crew members. 23 (6) The attacks took the lives of 441 first re-24 sponders in New York, specifically 343 firefighters 25 from the New York City Fire Department, 37 offi-26 VerDate Sep 11 2014 06:09 Mar 21, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1993.IH H1993 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1993 IH cers from the Port Authority Police Department, 23 1 officers from the New York City Police Department, 2 and 38 individuals from other agencies. 3 (7) The collapse of the towers following the at-4 tacks created massive dust clouds that left hundreds 5 of densely populated city blocks covered with harm-6 ful contaminants, exposing first responders, local 7 workers, residents, and students. 8 (8) More than 2 decades after these horrific 9 terrorist attacks took place, the ongoing physical 10 and mental health impacts continue to deeply affect 11 tens of thousands of individuals across the country 12 who were in lower Manhattan and the surrounding 13 area following the attacks, as well as those from 14 around the country who participated in the rescue, 15 recovery, and relief efforts, due to their exposure to 16 the dust, smoke, and debris. Thousands of others 17 have died due to illnesses and injuries relating to the 18 attacks. 19 (9) The National September 11 Memorial and 20 Museum at the World Trade Center is continuously 21 dedicated to remembering, reflecting, and educating 22 for many generations to come so that the story of 23 September 11, 2001, is never forgotten. 24 VerDate Sep 11 2014 06:09 Mar 21, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1993.IH H1993 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 1993 IH (10) The National September 11 Memorial and 1 Museum at the World Trade Center is committed to 2 supporting family members, survivors, rescue and re-3 covery workers, and military personnel who were af-4 fected by the attacks by providing services, edu-5 cation, and programming. 6 SEC. 3. COIN SPECIFICATIONS. 7 (a) D ENOMINATIONS.—The Secretary of the Treas-8 ury (referred to in this Act as the ‘‘Secretary’’) shall mint 9 and issue the following coins in commemoration of the 10 25th anniversary of the September 11, 2001, terrorist at-11 tacks on the United States and the establishment of the 12 National September 11 Memorial and Museum at the 13 World Trade Center: 14 (1) $5 GOLD COINS.—Not more than 50,000 $5 15 coins, each of which shall— 16 (A) weigh 8.359 grams; 17 (B) have a diameter of 0.850 inches; and 18 (C) contain not less than 90 percent gold. 19 (2) $1 SILVER COINS.—Not more than 400,000 20 $1 coins, each of which shall— 21 (A) weigh 26.73 grams; 22 (B) have a diameter of 1.500 inches; and 23 (C) contain not less than 90 percent silver. 24 VerDate Sep 11 2014 06:09 Mar 21, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1993.IH H1993 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 1993 IH (b) LEGALTENDER.—The coins minted under this 1 Act shall be legal tender, as provided in section 5103 of 2 title 31, United States Code. 3 (c) N UMISMATICITEMS.—For purposes of sections 4 5134 and 5136 of title 31, United States Code, all coins 5 minted under this Act shall be considered to be numis-6 matic items. 7 SEC. 4. DESIGN OF COINS. 8 (a) D ESIGNREQUIREMENTS.— 9 (1) I N GENERAL.—The designs of the coins 10 minted under this Act shall be emblematic of the 11 courage, sacrifice, and strength of those individuals 12 who perished in the terrorist attacks of September 13 11, 2001, the bravery of those who risked their lives 14 to save others that day, and the endurance, resil-15 ience, and hope of those who survived. At least 1 16 such coin shall bear the inscription ‘‘Never Forget’’. 17 (2) D ESIGNS AND INSCRIPTIONS.—On each coin 18 minted under this Act, there shall be— 19 (A) a designation of the value of the coin; 20 (B) inscriptions of the words ‘‘Liberty’’, 21 ‘‘In God We Trust’’, ‘‘United States of Amer-22 ica’’, and ‘‘E Pluribus Unum’’; and 23 (C) an inscription of the words ‘‘25th An-24 niversary’’. 25 VerDate Sep 11 2014 06:09 Mar 21, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1993.IH H1993 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 1993 IH (b) SELECTION.—The designs for the coins minted 1 under this Act shall be— 2 (1) selected by the Secretary, after consultation 3 with— 4 (A) the National September 11 Memorial 5 and Museum at the World Trade Center; and 6 (B) the Commission of Fine Arts; and 7 (2) reviewed by the Citizens Coinage Advisory 8 Committee. 9 SEC. 5. ISSUANCE OF COINS. 10 (a) Q UALITY OFCOINS.—The coins minted under 11 this Act shall be issued in uncirculated and proof qualities. 12 (b) S ENSE OFCONGRESS.—It is the sense of Con-13 gress that the coins minted under this Act should be 14 struck at the United States Mint at West Point, New 15 York, to the greatest extent possible. 16 (c) P ERIOD FORISSUANCE.—The Secretary may 17 issue coins minted under this Act only during the 1-year 18 period beginning on January 1, 2027. 19 SEC. 6. SALE OF COINS. 20 (a) S ALEPRICE.—The coins issued under this Act 21 shall be sold by the Secretary at the price equal to the 22 sum of— 23 (1) the face value of the coins; 24 VerDate Sep 11 2014 06:09 Mar 21, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H1993.IH H1993 kjohnson on DSK7ZCZBW3PROD with $$_JOB 7 •HR 1993 IH (2) the surcharge provided in section 7(a) with 1 respect to the coins; and 2 (3) the cost of designing and issuing the coins 3 (including labor, materials, dies, use of machinery, 4 overhead expenses, marketing, and shipping). 5 (b) B ULKSALES.—The Secretary shall make bulk 6 sales of the coins issued under this Act at a reasonable 7 discount. 8 (c) P REPAIDORDERS.— 9 (1) I N GENERAL.—The Secretary shall accept 10 prepaid orders for the coins minted under this Act 11 before the issuance of the coins. 12 (2) D ISCOUNT.—Sale prices with respect to pre-13 paid orders under paragraph (1) shall be at a rea-14 sonable discount. 15 SEC. 7. SURCHARGES. 16 (a) I NGENERAL.—All sales of coins issued under this 17 Act shall include a surcharge of— 18 (1) $35 per coin for the $5 gold coin; and 19 (2) $10 per coin for the $1 silver coin. 20 (b) D ISTRIBUTION.—Subject to section 5134(f)(1) of 21 title 31, United States Code, all surcharges received by 22 the Secretary from the sale of coins issued under this Act 23 shall be promptly paid by the Secretary to the National 24 September 11 Memorial and Museum at the World Trade 25 VerDate Sep 11 2014 06:09 Mar 21, 2025 Jkt 059200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H1993.IH H1993 kjohnson on DSK7ZCZBW3PROD with $$_JOB 8 •HR 1993 IH Center to support the operations and maintenance of the 1 National September 11 Memorial and Museum at the 2 World Trade Center. 3 (c) A UDITS.—The National September 11 Memorial 4 and Museum at the World Trade Center shall be subject 5 to the audit requirements of section 5134(f)(2) of title 31, 6 United States Code, with regard to the amounts received 7 under subsection (b). 8 (d) L IMITATION.— 9 (1) I N GENERAL.—Notwithstanding subsection 10 (a), no surcharge may be included with respect to 11 the issuance under this Act of any coin during a cal-12 endar year if, as of the time of that issuance, the 13 issuance of that coin would result in the number of 14 commemorative coin programs issued during that 15 year to exceed the annual 2 commemorative coin 16 program issuance limitation under section 17 5112(m)(1) of title 31, United States Code. 18 (2) G UIDANCE.—The Secretary may issue guid-19 ance to carry out this subsection. 20 SEC. 8.
