To direct the Secretary of Agriculture to publish, on an 
annual basis, an assessment on United States depend-
ency on critical agricultural products or inputs from the 
People’s Republic of China, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Securing American Ag-4
riculture Act’’. 5

SEC. 2. CRITICAL AGRICULTURAL PRODUCTS OR INPUTS 1
STUDY. 2
(a) I
NGENERAL.—The Secretary of Agriculture (in 3
this section referred to as the ‘‘Secretary’’) shall, on an 4
annual basis, submit to the Committee on Agriculture of 5
the House of Representatives and the Committee on Agri-6
culture, Nutrition, and Forestry of the Senate, an assess-7
ment of the dependency of the United States on critical 8
agricultural products or inputs that could be exploited in 9
the event the People’s Republic of China weaponizes any 10
such critical dependency. 11
(b) C
ONTENTS.—The assessment under subsection 12
(a) shall— 13
(1) address, with respect to the critical inputs 14
specified in subsection (c), the following: 15
(A) the current domestic production capac-16
ity of each such critical input; and 17
(B) the current and potential bottlenecks 18
in the supply chain for each such critical input 19
that could be exploited by the People’s Republic 20
of China; and 21
(2) contain the Secretary’s recommendations to 22
reduce the dependency of the United States on the 23
People’s Republic of China to supply critical agricul-24
tural products or inputs, including— 25

(A) recommendations to mitigate potential 1
threats posed by the People’s Republic of China 2
to the supply chains of each critical input speci-3
fied in subsection (c); and 4
(B) recommendations for legislative and 5
regulatory actions to reduce barriers to onshore 6
or nearshore the production of each such crit-7
ical input. 8
(c) C
RITICALINPUTS.—The critical inputs specified 9
in this subsection shall include all farm management, ag-10
ronomic, and field-applied production inputs, including 11
each of the following: 12
(1) Agricultural equipment, machinery, and 13
technology. 14
(2) Fuel. 15
(3) Fertilizers. 16
(4) Feed, including its components, such as vi-17
tamins, amino acids, and minerals. 18
(5) Veterinary drugs and vaccines. 19
(6) Crop protection chemicals. 20
(7) Seed. 21
(8) Any other critical agricultural inputs, as de-22
termined by the Secretary. 23

OLLECTION, DISTRIBUTION, ANDPROTECTION 24
OFINFORMATION.— 25

(1) VOLUNTARY BASIS.—In conducting an as-1
sessment under subsection (a), the Secretary may 2
not require any private entity to provide information 3
to the Secretary. 4
(2) A
GGREGATE DATA.—In the case of informa-5
tion provided to the Secretary to conduct an assess-6
ment under subsection (a), neither the Secretary, 7
any other officer or employee of the Department of 8
Agriculture or agency thereof, nor any other person 9
may— 10
(A) use such information for a purpose 11
other than the development or reporting of ag-12
gregate data in a manner such that the identity 13
of the person who supplied such information is 14
not discernible and is not material to the in-15
tended uses of such information; or 16
(B) disclose such information to the public, 17
unless such information has been transformed 18
into a statistical or aggregate form that does 19
not allow the identification of the person who 20
supplied particular information. 21
(3) C
ONFIDENTIALITY.—The Secretary shall 22
ensure that assessments submitted under subsection 23
(a) do not include any information that is a trade 24
secret or confidential information subject to section 25

MMUNITY FROM DISCLOSURE .—Any infor-3
mation provided to the Secretary as part of an as-4
sessment conducted under subsection (a) may not be 5
used by the Secretary for any purpose other than to 6
carry out such subsection. 7
