such amount to the Department of Veterans Affairs for

Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Veterans First Act 4
of 2025’’. 5

SEC. 2. FUNDING FOR GRANTS FOR CONSTRUCTION OF 1
STATE HOMES FOR VETERANS. 2
(a) R
ESCISSION.—From the unobligated balance of 3
amounts made available to the United States Agency for 4
International Development, $2,000,000,000 is hereby per-5
manently rescinded. 6
(b) A
PPROPRIATION.—There is appropriated to the 7
Department of Veterans Affairs $2,000,000,000 for 8
grants to assist States to acquire or construct State nurs-9
ing home and domiciliary facilities and to remodel, modify, 10
or alter existing hospital, nursing home, and domiciliary 11
facilities in State homes, for furnishing care to veterans 12
as authorized by sections 8131 through 8138 of title 38, 13
United States Code, to remain available until expended. 14
