A BILL
To direct the Secretary of Transportation, in coordination
with the Secretary of Housing and Urban Development,
to establish a thriving communities grant program.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Thriving Communities 4
Act of 2025’’. 5
SEC. 2. THRIVING COMMUNITIES PROGRAM. 6
(a) E
STABLISHMENT.—The Secretary of Transpor-7
tation, in coordination with the Secretary of Housing and 8
Urban Development, shall establish a thriving commu-9

nities grant program to provide technical assistance and 1
capacity building to help the fastest growing communities 2
advance transformative infrastructure projects. 3
(b) R
EPORT.—The Secretary shall submit to the 4
Committee on Appropriations of the House of Representa-5
tives a report on— 6
(1) the methods the Secretary uses in carrying 7
out the program established under subsection (a) to 8
promote transit-oriented development; 9
(2) the level of coordination between the Sec-10
retary of Transportation and the Secretary of Hous-11
ing and Urban Development in carrying out such 12
program, including the respective roles of each Sec-13
retary; and 14
(3) what metrics are used to distribute funding 15
under such program. 16
(c) A
UTHORIZATIONS OF APPROPRIATIONS.—There 17
is authorized to be appropriated for each fiscal year— 18
(1) $100,000,000 to the Secretary of Transpor-19
tation to carry out this section; and 20
(2) $5,500,000 to the Secretary of Housing and 21
Urban Development to facilitate coordination with 22
the Secretary of Transportation to carry out this 23
section. 24
