Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘America Supports Tai-4 wan Act’’. 5 SEC. 2. FINDINGS; PURPOSE. 6 (a) F INDINGS.—Congress finds as follows: 7 (1) The United States Government has never 8 officially recognized the People’s Republic of China’s 9 claim of sovereignty over Taiwan. 10 VerDate Sep 11 2014 03:23 Mar 27, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2113.IH H2113 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 2113 IH (2) The People’s Republic of China, led by the 1 Chinese Communist Party, seeks to control Taiwan 2 through means of persuasion and coercion, and po-3 tentially compellence. 4 (3) The People’s Liberation Army seeks to have 5 the capability to invade Taiwan by 2027, the 100th 6 anniversary of the founding of the Chinese Com-7 munist Party’s military, the People’s Liberation 8 Army. 9 (4) The People’s Republic of China refers to 10 Taiwan as a ‘‘region’’ and to the President of Tai-11 wan as ‘‘the leader of the Taiwan region’’, consistent 12 with its assertion that Taiwan is a region of the 13 People’s Republic of China. 14 (5) Taiwan and mainland China are separated 15 by a ‘‘median line’’ in the Taiwan Strait, which acts 16 as an unofficial boundary that was generally re-17 spected from 1999, until September 2020, when a 18 Chinese Foreign Ministry spokesman stated, ‘‘there 19 is no so-called median line in the Strait’’, and Peo-20 ple’s Liberation Army aircraft and vessels have re-21 peatedly crossed the median line since then, as more 22 than 1,400 PRC aircraft reportedly crossed the me-23 dian line in 2024. 24 VerDate Sep 11 2014 03:23 Mar 27, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2113.IH H2113 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2113 IH (6) An accounting, based on Taiwan Ministry of 1 National Defense reporting, of incursions into Tai-2 wan’s de facto Air Defense Identification Zone by 3 PRC military aircraft illustrates a sharp increase 4 over time, with approximately 3,075 incursions in 5 2024, up from approximately 390 in 2020, illus-6 trating a more confrontational posture toward Tai-7 wan and honing military capabilities required to con-8 duct combat operations near Taiwan. 9 (7) Many people of Taiwan see the ‘‘Chinese 10 Taipei’’ nomenclature as a symbol of oppression 11 from the People’s Republic of China, originally stem-12 ming from an effort to find a way for both Taiwan 13 and the People’s Republic of China to participate in 14 the 1980 Lake Placid Winter Olympics and the 15 1980 Moscow Summer Olympics. 16 (8) In Mandarin Chinese, Taiwan uses a 17 version of ‘‘Chinese Taipei’’ in which ‘‘Chinese’’ is 18 the cultural term ‘‘zhonghua’’ and does not have 19 sovereignty connotations. 20 (9) Comparatively, the Chinese-language trans-21 lation of ‘‘Chinese Taipei’’ carries the connotation 22 that Taiwan is culturally Chinese, and thus the 23 English term can be easily misunderstood to connote 24 VerDate Sep 11 2014 03:23 Mar 27, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2113.IH H2113 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2113 IH PRC possession of Taipei, and by extension, all of 1 Taiwan. 2 (b) P URPOSE.—It is the sense of Congress that— 3 (1) the United States must stand firm in the 4 commitments it made in the Taiwan Relations Act 5 (22 U.S.C. 3301 et seq.), which declares that it is 6 the policy of the United States to ‘‘maintain the ca-7 pacity of the United States to resist any resort to 8 force or other forms of coercion that would jeop-9 ardize the security, or the social or economic system, 10 of the people on Taiwan’’; 11 (2) the United States Government continues to 12 support Taiwan and enable it to maintain a suffi-13 cient self-defense capability as it withstands control- 14 seeking persuasion and coercion from an increas-15 ingly aggressive People’s Republic of China; and 16 (3) the United States Government disfavors the 17 use of the ‘‘Chinese Taipei’’ nomenclature, and in-18 stead favors the use of ‘‘Taiwan’’ so as to avoid con-19 notations of possession with the ‘‘Chinese Taipei’’ 20 term in English and support resolution of cross- 21 Strait differences by peaceful means, free from coer-22 cion, in a manner acceptable to the people on both 23 sides of the Strait. 24 VerDate Sep 11 2014 03:23 Mar 27, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2113.IH H2113 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 2113 IH SEC. 3.
