To amend the Federal Crop Insurance Act to promote crop
insurance support for beginning farmers and ranchers
and veteran farmers and ranchers, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Crop Insurance for 4
Future Farmers Act’’. 5

EFINITION OFBEGINNINGFARMER ORRANCH-4
ER.—Section 502(b)(3) of the Federal Crop Insurance Act 5
(7 U.S.C. 1502(b)(3)) is amended by striking ‘‘5 crop 6
years’’ and inserting ‘‘10 crop years’’. 7
(b) D
EFINITION OFVETERANFARMERS ANDRANCH-8
ERS.—Section 502(b)(14)(B) of the Federal Crop Insur-9
ance Act (7 U.S.C. 1502(b)(14)(B)) is amended— 10
(1) in clause (ii), by striking ‘‘5 years’’ and in-11
serting ‘‘10 crop years’’; and 12
(2) in clause (iii), by striking ‘‘5-year’’ and in-13
serting ‘‘10-year’’. 14
(c) I
NCREASE INASSISTANCE.—Section 508(e)(8) of 15
the Federal Crop Insurance Act (7 U.S.C. 1508(e)(8)) is 16
amended— 17
(1) by striking ‘‘Notwithstanding’’ and insert-18
ing the following: 19
‘‘(A) I
N GENERAL.—Notwithstanding’’; 20
(2) by striking ‘‘is 10 percentage points greater 21
than’’ and inserting ‘‘is the number of percentage 22
points specified in subparagraph (B) greater than’’; 23
and 24
(3) by adding at the end the following: 25

‘‘(B) PERCENTAGE POINTS ADJUST -1
MENTS.—For purposes of subparagraph (A), 2
the percentage points specified in this subpara-3
graph are as follows: 4
‘‘(i) For each of the first and second 5
reinsurance years that a beginning farmer 6
or rancher or veteran farmer or rancher 7
participates as a beginning farmer or 8
rancher or veteran farmer or rancher in 9
the applicable policy or plan of insurance, 10
15 percentage points, respectively. 11
‘‘(ii) For the third reinsurance year 12
that a beginning farmer or rancher or vet-13
eran farmer or rancher participates as a 14
beginning farmer or rancher or veteran 15
farmer or rancher in the applicable policy 16
or plan of insurance, 13 percentage points, 17
respectively. 18
‘‘(iii) For the fourth reinsurance year 19
that a beginning farmer or rancher or vet-20
eran farmer or rancher participates as a 21
beginning farmer or rancher or veteran 22
farmer or rancher in the applicable policy 23
or plan of insurance, 11 percentage points, 24
respectively. 25

‘‘(iv) For each of the fifth through 1
tenth reinsurance years that a beginning 2
farmer or rancher or veteran farmer or 3
rancher participates as a beginning farmer 4
or rancher or veteran farmer or rancher in 5
the applicable policy or plan of insurance, 6
10 percentage points, respectively.’’. 7
(d) C
ONFORMINGAMENDMENT.—Section 522(c)(7) 8
of the Federal Crop Insurance Act (7 U.S.C. 1522(c)(7)) 9
is amended by striking subparagraph (F). 10
