Service to reimburse State and local governments for
the use of services, personnel, equipment, and facilities.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Presidential Security 4
Resources Reimbursement Act of 2025’’. 5

SEC. 2. AUTHORIZATION FOR REIMBURSEMENT OF STATE 1
AND LOCAL GOVERNMENTS FOR THE USE OF 2
SERVICES, PERSONNEL, EQUIPMENT, AND FA-3
CILITIES. 4
Section 3056 of title 18, United States Code, is 5
amended by adding at the end the following: 6
‘‘(h) In carrying out the functions pursuant to para-7
graphs (3) and (7) of subsection (a), the Secretary of 8
Homeland Security may utilize, with their consent, on a 9
reimbursable basis, the services, personnel, equipment, 10
and facilities of State and local governments, and is au-11
thorized to reimburse such State and local governments 12
for the utilization of such services, personnel, equipment, 13
and facilities.’’. 14
SEC. 3. RETROACTIVE APPLICATION. 15
For purposes of the application of section 3056(h) 16
of title 18, United States Code, the Secretary of Homeland 17
Security may in addition provide reimbursement for any 18
utilization, for purposes of carrying out the functions pur-19
suant to paragraphs (3) and (7) of section 3056(a) of such 20
title, of the services, personnel, equipment, and facilities 21
of State and local governments that occurred during the 22
period beginning July 12, 2024, and ending on the effec-23
tive date of this section. 24
