A BILL 
To re-establish an advisory committee to provide independent 
advice and recommendations to the Secretary of Trans-
portation regarding comprehensive, interdisciplinary 
issues related to transportation from a variety of stake-
holders in transportation planning, design, research, pol-
icy, and advocacy, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Transportation Equity 4
Act’’. 5

SEC. 2. ESTABLISHMENT OF TRANSPORTATION EQUITY AD-1
VISORY COMMITTEE. 2
(a) E
STABLISHMENT.—Not later than 120 days after 3
the date of enactment of this Act, the Secretary of Trans-4
portation shall establish an advisory committee, to be 5
known as the Transportation Equity Committee (referred 6
to in this Act as the ‘‘Committee’’), regarding comprehen-7
sive and interdisciplinary issues related to transportation 8
equity from a variety of stakeholders in transportation 9
planning, design, research, policy, and advocacy. 10
(b) P
URPOSE OF THE ADVISORYCOMMITTEE.—The 11
Committee established under subsection (a) shall provide 12
independent advice and recommendations to the Secretary 13
on transportation equity, including developing a strategic 14
plan with recommendations to the Secretary on national 15
transportation metrics and the effect on such factors as 16
economic development, connectivity, and public engage-17
ment. 18
(c) D
UTIES.—The Committee shall evaluate the De-19
partment’s work in connecting people to economic and re-20
lated forms of opportunity and revitalize communities in 21
carrying out its strategic, research, technological, regu-22
latory, community engagement, and economic policy ac-23
tivities related to transportation and opportunity. Deci-24
sions directly affecting implementation of transportation 25
policy remain with the Secretary. 26

(d) MEMBERSHIP.— 1
(1) I
N GENERAL.—The Secretary shall appoint 2
an odd number of members of not less than 9 but 3
not more than 15 members (with a quorum con-4
sisting of a majority of members rounded up to the 5
nearest odd number), to include balanced represen-6
tation from academia, community groups, industry 7
and business, non-governmental organizations, State 8
and local governments, federally recognized Tribal 9
Governments, advocacy organizations, and indige-10
nous groups with varying points of view. 11
(2) B
ROAD REPRESENTATION .—To the extent 12
practicable, members of the Committee shall reflect 13
a variety of backgrounds and experiences, geo-14
graphic diversity, including urban, rural, tribal, ter-15
ritories, and underserved and marginalized commu-16
nities throughout the country, and individuals with 17
expertise in related areas such as housing, health 18
care, and the environment. 19
(3) R
EPLACEMENT FOR NON -ACTIVE MEM-20
BERS.—The Secretary may remove a non-active 21
member who misses 3 consecutive meetings and ap-22
point a replacement to service for the period of time 23
set forth in subsection (f). 24

(e) MEETINGS.—The Committee shall meet not less 1
than 2 times each year with not more than 9 months be-2
tween meetings at a reasonable time, in a place accessible 3
to the public, and in a room large enough to accommodate 4
the Committee members, staff, and a reasonable number 5
of interested members of the public. The room in which 6
the Committee meets shall be large enough to accommo-7
date at least 100 and shall be compliant with the Ameri-8
cans with Disabilities Act of 1990 (42 U.S.C. 12101 et 9
seq.). 10
(f) T
ERM.—Each member of the Committee shall 11
serve a 2-year term with not more than 2 consecutive term 12
reappointments, but may continue service until a replace-13
ment is appointed. 14
(g) S
UPPORT.—The Office of the Under Secretary for 15
Policy of the Department of Transportation shall provide 16
necessary funding, logistics, and administrative support 17
for the Committee. 18
(h) A
PPLICATION OFFACA.—The Federal Advisory 19
Committee Act (5 U.S.C. app.) shall apply, except section 20
14, to the Committee established under this section. 21
SEC. 3. DESIGNATED FEDERAL OFFICER. 22
(a) I
NGENERAL.—The Secretary of Transportation 23
shall appoint a full-time Federal employee to serve as the 24
coordinator of the Committee on Transportation Equity 25

and act as the Designated Federal Officer for the Trans-1
portation Equity Committee. The designated Federal offi-2
cer shall ensure that administrative support is provided 3
for the Committee. 4
(b) R
ESPONSIBILITIES.—The Designated Federal Of-5
ficer shall— 6
(1) call meetings of the Committee, and any 7
subcommittees that the Committee designates, after 8
consultation with the Chair; 9
(2) formulate and approve an agenda, in con-10
sultation with the Chair, for each meeting; 11
(3) notify all Committee members of the time, 12
place, and agenda for any meeting; 13
(4) provide administrative support for all meet-14
ings of the Committee; 15
(5) attend each Committee and subcommittee 16
meeting; 17
(6) maintain all Advisory Committee on Trans-18
portation Equity files and records, including minutes 19
from each meeting; 20
(7) adjourn any meeting when it is determined 21
to be in the public interest and chair meetings when 22
directed to do so by the Secretary; 23
(8) make available to the public meeting notes 24
and information; and 25

(9) publish notice of any meeting of the Com-1
mittee in the Federal Register at least 15 days be-2
fore such meeting. 3
