To amend title 5, United States Code, to provide that agen-
cies may not deduct labor organization dues from the
pay of Federal employees, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Paycheck Protection 4
Act’’. 5
SEC. 2. LABOR ORGANIZATION DUES NOT DEDUCTIBLE 6

(1) IN GENERAL.—Section 7115 of title 5, 1
United States Code, is amended to read as follows: 2
‘‘§ 7115. Labor organization dues not deductible from 3
pay 4
‘‘An agency may not deduct any amount from the pay 5
of an employee for labor organization dues, fees, or polit-6
ical contributions.’’. 7

LERICAL AMENDMENT .—The table of sec-8
tions at the beginning of chapter 71 of title 5, 9
United States Code, is amended by striking the item 10
relating to section 7115 and inserting the following: 11
‘‘7115. Labor organization dues not deductible from pay.’’.

N GENERAL.—Section 1205 of title 39, 13
United States Code, is amended to read as follows: 14
‘‘§ 1205. Labor organization dues not deductible from 15
pay 16
‘‘The Postal Service may not deduct any amount 17
from the pay of an employee for labor organization dues, 18
fees, or political contributions.’’. 19
(2) C
LERICAL AMENDMENT .—The table of sec-20
tions at the beginning of chapter 12 of title 39, 21
United States Code, is amended by striking the item 22
relating to section 1205 and inserting the following: 23
‘‘1205. Labor organization dues not deductible from pay.’’.
