of 1998 to reauthorize the High Intensity Drug Trafficking Areas Pro-
gram and modify the Program with respect to promising practices, and 
for other purposes.

by the Speaker, in each case for consideration of such provisions as fall 
within the jurisdiction of the committee concerned 
A BILL 
To amend the Office of National Drug Control Policy Reau-
thorization Act of 1998 to reauthorize the High Intensity 
Drug Trafficking Areas Program and modify the Pro-
gram with respect to promising practices, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Ending Drug Traf-4
ficking in Our Communities Act’’. 5

SEC. 2. HIGH INTENSITY DRUG TRAFFICKING AREAS PRO-1
GRAM. 2
(a) R
EAUTHORIZATION.—Section 707(p) of the Of-3
fice of National Drug Control Policy Reauthorization Act 4
of 1998 (21 U.S.C. 1706(p)) is amended— 5
(1) in paragraph (5), by striking ‘‘and’’; 6
(2) in paragraph (6), by striking the period at 7
the end and inserting ‘‘; and’’; and 8
(3) by adding at the end the following: 9
‘‘(7) $400,000,000 for each of fiscal years 2026 10
through 2031.’’. 11
(b) M
ODIFICATIONWITHRESPECT TOPROMISING 12
P
RACTICES.—Section 707(q) of such Act (21 U.S.C. 13
1706(q)) is amended by adding at the end the following: 14
‘‘(4) P
ROMISING PRACTICES.—Beginning in fis-15
cal year 2026, and each fiscal year thereafter, the 16
Director shall do the following: 17
‘‘(A) For each promising practice that the 18
Director identifies, review the promising prac-19
tice to determine whether the promising prac-20
tice has the potential to enhance the efficiency 21
and effectiveness of the activities performed by 22
means of a HIDTA, including the following: 23
‘‘(i) The identification and investiga-24
tion of any entity that is responsible for 25

trafficking an illegal drug that has resulted 1
in an overdose in a HIDTA. 2
‘‘(ii) Information sharing and coordi-3
nation for Federal, State, territorial, Trib-4
al, and local responses to crimes that in-5
volve an illegal drug and criminal use of a 6
firearm. 7
‘‘(iii) The implementation and evalua-8
tion of evidence-based substance use dis-9
order prevention practices, programs, and 10
strategies. 11
‘‘(B) For each promising practice that the 12
Director determines to have such potential, de-13
velop the promising practice for use by each 14
HIDTA. 15
‘‘(C) Promulgate each promising practice 16
developed under subparagraph (B) to each 17
HIDTA.’’. 18
