A BILL
To institute a reduction in force moratorium at the
Department of Energy, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Saving DOE’s Work-4
force Act’’. 5
SEC. 2. REDUCTION IN FORCE MORATORIUM AT DEPART-6
MENT OF ENERGY. 7
(a) I
NGENERAL.—Until on or after the date that 8
full-year appropriations for the Department of Energy for 9

fiscal year 2026 have been enacted into law, the Depart-1
ment may not— 2
(1) initiate or implement any reduction in force; 3
or 4
(2) conduct an involuntary separation of any 5
employee in the competitive service, any career em-6
ployee in the excepted service, or any career ap-7
pointee in the Senior Executive Service of the De-8
partment except for cause on charges of misconduct, 9
delinquency, or inefficiency. 10
(b) A
PPLICATION.—For the purposes of carrying out 11
subsection (a)— 12
(1) the terms ‘‘competitive service’’, ‘‘excepted 13
service’’, and ‘‘career appointee’’ have the meanings 14
given those terms in sections 2102, 2103, and 15
3132(a), respectively, of title 5, United States Code; 16
and 17
(2) such subsection shall be in addition to any 18
other authority with respect to adverse personnel ac-19
tions, including chapter 75 of such title 5. 20
