To institute a reduction in force moratorium at the National 
Oceanic and Atmospheric Administration, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Saving NOAA’s Work-4
force Act’’. 5

SEC. 2. REDUCTION IN FORCE MORATORIUM AT NATIONAL 1
OCEANIC AND ATMOSPHERIC ADMINISTRA-2
TION. 3
(a) I
NGENERAL.—Until on or after the date that 4
full-year appropriations for the National Oceanic and At-5
mospheric Administration for fiscal year 2026 have been 6
enacted into law, the Administration may not— 7
(1) initiate or implement any reduction in force; 8
or 9
(2) conduct an involuntary separation of any 10
employee in the competitive service, any career em-11
ployee in the excepted service, or any career ap-12
pointee in the Senior Executive Service of the Ad-13
ministration except for cause on charges of mis-14
conduct, delinquency, or inefficiency. 15
(b) A
PPLICATION.—For the purposes of carrying out 16
subsection (a)— 17
(1) the terms ‘‘competitive service’’, ‘‘excepted 18
service’’, and ‘‘career appointee’’ have the meanings 19
given those terms in sections 2102, 2103, and 20
3132(a), respectively, of title 5, United States Code; 21
and 22
(2) such subsection shall be in addition to any 23
other authority with respect to adverse personnel ac-24
tions, including chapter 75 of such title 5. 25
