A BILL 
To amend section 102(a)(20) of the Housing and Community 
Development Act of 1974 to require the exclusion of 
service-connected disability compensation when deter-
mining whether a person is a person of low and moderate 
income, a person of low income, or a person of moderate 
income, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Disabled Veterans 4
Housing Support Act’’. 5

SEC. 2. SERVICE CONNECTED DISABILITY COMPENSATION. 1
Section 102(a)(20) of the Housing and Community 2
Development Act of 1974 (42 U.S.C. 5302(a)(20)) is 3
amended by adding at the end the following: 4
‘‘(C) S
ERVICE-CONNECTED DISABILITY COM -5
PENSATION.—When determining whether a person is 6
a person of low and moderate income, a person of 7
low income, or a person of moderate income under 8
this paragraph, a State, unit of general local govern-9
ment, or Indian tribe shall exclude any service-con-10
nected disability compensation received by such per-11
son from the Department of Veterans Affairs.’’. 12
SEC. 3. REPORT. 13
The Comptroller General of the United States shall, 14
not later than 1 year after the date of the enactment of 15
this Act, submit to the Congress a report that— 16
(1) examines how service-connected disability 17
compensation is treated for the purposes of deter-18
mining eligibility for all programs administered by 19
the Secretary of Housing and Urban Development; 20
(2) identifies any instances where service-con-21
nected disability compensation is treated in a man-22
ner inconsistent with the amendment made by sec-23
tion 2; and 24
(3) with respect to each program administered 25
by the Secretary of Housing and Urban Develop-26

tion is treated inconsistently, provides legislative rec-2
ommendations relating to how such program could 3
better serve veteran populations, and under-served 4
communities. 5
