SERVICE CONNECTED DISABILITY COMPENSATION. 1 Section 102(a)(20) of the Housing and Community 2 Development Act of 1974 (42 U.S.C. 5302(a)(20)) is 3 amended by adding at the end the following: 4 ‘‘(C) S ERVICE-CONNECTED DISABILITY COM -5 PENSATION.—When determining whether a person is 6 a person of low and moderate income, a person of 7 low income, or a person of moderate income under 8 this paragraph, a State, unit of general local govern-9 ment, or Indian tribe shall exclude any service-con-10 nected disability compensation received by such per-11 son from the Department of Veterans Affairs.’’. 12 SEC. 3.
