AN ACT 
To amend section 102(a)(20) of the Housing and Community 
Development Act of 1974 to require the exclusion of 
service-connected disability compensation when deter-
mining whether a person is a person of low and moderate 
income, a person of low income, or a person of moderate 
income, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Disabled Veterans 2
Housing Support Act’’. 3
SEC. 2. SERVICE CONNECTED DISABILITY COMPENSATION. 4
Section 102(a)(20) of the Housing and Community 5
Development Act of 1974 (42 U.S.C. 5302(a)(20)) is 6
amended by adding at the end the following: 7
‘‘(C) S
ERVICE-CONNECTED DISABILITY COM -8
PENSATION.—When determining whether a person is 9
a person of low and moderate income, a person of 10
low income, or a person of moderate income under 11
this paragraph, a State, unit of general local govern-12
ment, or Indian tribe shall exclude any service-con-13
nected disability compensation received by such per-14
son from the Department of Veterans Affairs.’’. 15
SEC. 3. REPORT. 16
The Comptroller General of the United States shall, 17
not later than 1 year after the date of the enactment of 18
this Act, submit to the Congress a report that— 19
(1) examines how service-connected disability 20
compensation is treated for the purposes of deter-21
mining eligibility for all programs administered by 22
the Secretary of Housing and Urban Development; 23
(2) identifies any instances where service-con-24
nected disability compensation is treated in a man-25 3

ner inconsistent with the amendment made by sec-1
tion 2; and 2
(3) with respect to each program administered 3
by the Secretary of Housing and Urban Develop-4
ment in which service-connected disability compensa-5
tion is treated inconsistently, provides legislative rec-6
ommendations relating to how such program could 7
better serve veteran populations, and under-served 8
communities. 9
