Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Autonomy for Disabled 4
Veterans Act’’. 5

SEC. 2. INCREASE IN AMOUNT AVAILABLE TO DISABLED 1
VETERANS FOR IMPROVEMENTS AND STRUC-2
TURAL ALTERATIONS FURNISHED AS PART 3
OF HOME HEALTH SERVICES. 4
(a) I
NCREASE.—Section 1717 of title 38, United 5
States Code, is amended, in paragraph (2) of subsection 6
(a)— 7
(1) in subparagraph (A)(ii), by striking 8
‘‘$6,800’’ and inserting ‘‘$10,000’’; and 9
(2) in subparagraph (B)(ii), by striking 10
‘‘$2,000’’ and inserting ‘‘$5,000’’. 11
(b) A
PPLICABILITY.—The amendments made by sub-12
section (a) shall apply to a veteran who first applies for 13
benefits under such paragraph on or after the date of the 14
enactment of this Act. 15
(c) C
LARIFICATION.—A veteran who exhausted the 16
eligibility of such veteran for benefits under such para-17
graph before the date of the enactment of this Act is not 18
entitled to additional benefits under such section by reason 19
of the amendments made by subsection (a). 20
SEC. 3. ADJUSTMENT FOR INFLATION. 21
Such subsection is further amended by adding at the 22
end the following new paragraph: 23
‘‘(4) On an annual basis, the Secretary shall increase 24
the dollar amount in effect under subsection (a)(2) by a 25
percentage equal to the percentage by which the Consumer 26

Price Index for all urban consumers (United States city 1
average) increased during the 12-month period ending 2
with the last month for which Consumer Price Index data 3
is available. In the event that such Consumer Price Index 4
does not increase during such period, the Secretary shall 5
maintain the dollar amount in effect under subsection 6
(a)(2) during the previous fiscal year.’’. 7
