Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Strengthening Job 4
Corps Act of 2025’’. 5
SEC. 2. AMENDMENTS RELATING TO JOB CORPS. 6
(a) D
EFINITIONS.— 7
(1) I
N GENERAL.—Section 142 of the Work-8
force Innovation and Opportunity Act (29 U.S.C. 9
3192) is amended— 10

Corps campus’ means a campus run by an operator 4
selected by the Secretary pursuant to section 147, 5
carrying out Job Corps activities.’’; and 6
(B) by adding at the end the following: 7

TATE.—The term ‘State’ has the mean-8
ing given the term in section 3, except that such 9
term also includes outlying areas (as defined in sec-10
tion 3).’’. 11

ONFORMING AMENDMENTS .—Subtitle C of 12
title I of the Workforce Innovation and Opportunity 13
Act (29 U.S.C. 3191 et seq.) is amended— 14
(A) by striking ‘‘Job Corps center’’ each 15
place such term appears and inserting ‘‘Job 16
Corps campus’’; and 17
(B) by striking ‘‘Job Corps centers’’ each 18
place such term appears and inserting ‘‘Job 19
Corps campuses’’. 20

NDIVIDUALSELIGIBLE FOR THEJOBCORPS.— 21
Section 144 of the Workforce Innovation and Opportunity 22
Act (29 U.S.C. 3194) is amended— 23
(1) in subsection (a)— 24

dures similar to those in subsection 402a(e) of 3
such section; or 4
‘‘(ii) a resident of a qualified opportunity 5
zone as defined in section 1400Z–1(a) of the 6
Internal Revenue Code of 1986.’’; and 7
(2) by amending subsection (b) to read as fol-8
lows: 9
‘‘(b) S
PECIALRULE FORVETERANS.—A veteran 10
shall be eligible to become an enrollee if the veteran meets 11
the requirements of subsection (a)(1).’’. 12
(c) R
ECRUITMENT, SCREENING, SELECTION, AND 13

SSIGNMENT OF ENROLLEES.—Section 145(a) of the 14
Workforce Innovation and Opportunity Act (29 U.S.C. 15
3195(a)) is amended— 16
(1) in paragraph (2)— 17
(A) in subparagraph (D), by striking 18
‘‘and’’ at the end; 19
(B) in subparagraph (E), by striking the 20
period at the end and inserting ‘‘; and’’; and 21
(C) by adding at the end the following: 22
‘‘(F) assist one-stop centers and other en-23
tities identified in paragraph (3) in developing 24
joint applications for Job Corps, YouthBuild, 25

(2) in paragraph (5), by striking the last sen-4

(d) J
OBCORPSCAMPUSES.—Section 147 of the 6
Workforce Innovation and Opportunity Act (29 U.S.C. 7
3197) is amended— 8
(1) in subsection (a)— 9
(A) in paragraph (2)— 10
(i) in subparagraph (A), by inserting 11
at the end the following: ‘‘Such award shall 12
be based upon best value and fair and rea-13
sonable pricing.’’; and 14
(ii) by amending subparagraph (B) to 15

TUDENT OUTCOMES .—In select-18
ing an entity to operate a Job Corps cam-19
pus, the Secretary shall consider a numeric 20
metric of recent past effectiveness of the 21
entity in assisting opportunity youth to 22
connect to the workforce, to be calculated 23
based on data regarding— 24

served by the entity who were in edu-2
cation or training activities, or in un-3
subsidized employment, during the 4
second quarter after exit from the rel-5
evant program; 6
‘‘(II) the percentage of students 7
served by the entity who were in edu-8
cation or training activities, or in un-9
subsidized employment, during the 10
fourth quarter after exit from the rel-11
evant program; 12
‘‘(III) the median earnings of 13
students served by the entity who 14
were in unsubsidized employment dur-15
ing the second quarter after exit from 16
the relevant program; 17
‘‘(IV) the percentage of students 18
served by the entity who obtained a 19
recognized postsecondary credential, 20
or a secondary school diploma or its 21
recognized equivalent, during partici-22
pation in or within 1 year after exit 23
from the relevant program; 24

cruitment of eligible youth for rel-4
evant contracts or grants. 5

ARKET DEVELOPMENT .— 6
‘‘(I) M
ENTOR-PROTE´GE´PRO-7
GRAM.—The Secretary shall carry out 8
a mentor-prote´ge´program in accord-9
ance with section 45 of the Small 10
Business Act (15 U.S.C. 657r) with 11
respect to Job Corps campus oper-12
ations. 13
‘‘(II) P
AST-PERFORMANCE.—The 14
Secretary shall publish comparable al-15
ternative metrics for entities without 16
previous experience in Job Corps cam-17
pus operations to demonstrate their 18
past effectiveness in accordance with 19
the requirements of clause (i).’’; and 20
(B) in paragraph (3)— 21
(i) in subparagraph (A), by inserting 22
‘‘high-skill, high-wage, or’’ before ‘‘in-de-23
mand’’; 24

‘‘Workforce Investment Act of 1998’’ and 2
inserting ‘‘Workforce Innovation and Op-3

(iii) by redesignating subparagraph 5

(iv) by inserting after subparagraph 7

‘‘(K) A description of the entity’s ability to 9
demonstrate a record of successfully operating 10
a safe learning and residential environment for 11
opportunity youth.’’; 12
(2) in subsection (b), by striking paragraphs 13

IGH PERFORMANCE .—An entity shall be 15
considered to be an operator of a high-performing 16
campus if the Job Corps campus operated by the en-17
tity was ranked among the top 25 percent of Job 18
Corps campuses, excluding Civilian Conservation 19
Centers described in subsection (d), for the two most 20
recent preceding program years.’’; 21
(3) in subsection (d), by adding at the end the 22
following: 23

IRECT HIRE AUTHORITY.—The Secretary 24
of Agriculture may appoint, without regard to the 25

provisions of subchapter I of chapter 33 of title 5, 1
United States Code (other than sections 3303 and 2
3328 of such title), a graduate of a Civilian Con-3
servation Center who successfully completed a train-4
ing program focused on forestry, wildland fire-5
fighting, or another topic relating to the mission of 6
the Forest Service directly to a position with the De-7
partment of Agriculture, Forest Service, for which 8
the candidate meets Office of Personnel Manage-9
ment qualification standards.’’; 10
(4) in subsection (f), by striking ‘‘2-year’’ and 11
inserting ‘‘4-year’’; and 12
(5) in subsection (g)(1), by striking ‘‘the pre-13
ceding year for which information is available’’ and 14
all that follows through the end and inserting ‘‘the 15
preceding year for which information is available, 16
such campus has been ranked in the lowest 10 per-17
cent of Job Corps campuses.’’. 18
(e) P
ROGRAMACTIVITIES.—Section 148(a) of the 19
Workforce Innovation and Opportunity Act (29 U.S.C. 20
3198(a)) is amended, in the subsection heading, by insert-21
ing ‘‘Academic’’ before ‘‘Activities’’. 22
(f) S
UPPORT.—Section 150 of the Workforce Innova-23
tion and Opportunity Act (29 U.S.C. 3200) is amended— 24

ERIOD OFTRANSITION.—Notwithstanding the 4
requirements of section 146(b), Job Corps graduates may 5
remain enrolled and a resident of a Job Corps campus 6
for not more than 1 month after graduation, subject to 7
approval by the director of the Job Corps Campus, in 8
order to facilitate their transition into independent living 9
and employment.’’. 10
(g) O
PERATIONS.—Section 151 of the Workforce In-11
novation and Opportunity Act (29 U.S.C. 3201) is amend-12
ed to read as follows: 13
‘‘SEC. 151. OPERATIONS. 14
‘‘(a) O
PERATINGPLAN.— 15
‘‘(1) I
N GENERAL.—The provisions of the con-16
tract between the Secretary and an entity selected to 17
operate a Job Corps campus shall, including any 18
subsequent modifications to such contract, serve as 19
an operating plan for the Job Corps campus. 20
‘‘(2) F
EDERAL CHANGES TO OPERATING 21
PLAN.—The Secretary may require the operator to 22
submit additional information, as the Secretary 23
deems necessary for compliance with any relevant 24

regulations, which shall be considered part of the op-1
erating plan. 2
‘‘(3) A
VAILABILITY.—The Secretary shall make 3
the operating plan described in paragraphs (1) and 4
(2), excluding any proprietary information, available 5
on a publicly accessible website. 6
‘‘(b) L
OCALAUTHORITIES.—Subject to the limita-7
tions of their approved budgets, the operators of Job 8
Corps campuses shall have the authority, without prior ap-9
proval from the Secretary, to— 10
‘‘(1) hire staff and invest in staff professional 11
development; 12
‘‘(2) enter into agreements with local partners, 13
such as secondary and postsecondary schools or em-14
ployers; and 15
‘‘(3) engage with and educate stakeholders 16
about Job Corps operations and activities.’’. 17
(h) S
TANDARDS OF CONDUCT.—Section 152 of the 18
Workforce Innovation and Opportunity Act (29 U.S.C. 19
3202) is amended— 20
(1) in subsection (a), by striking the second 21
sentence; 22
(2) by amending subsection (b) to read as fol-23
lows: 24

EHAVIORALMANAGEMENTPLAN.— 25

‘‘(1) IN GENERAL.—As part of the operating 1
plan defined in section 151(a), the director of each 2
Job Corps campus shall develop and implement a be-3
havioral management plan, subject to the approval 4
of the Secretary. Such plan shall include student 5
standards of conduct, positive behavioral interven-6
tions and supports, and multi-tier systems of sup-7
ports. 8
‘‘(2) D
ISCIPLINARY MEASURES AND DRUG 9
TESTING.— 10
‘‘(A) D
ISCIPLINARY MEASURES .—To pro-11
mote the proper behavioral standards in the 12
Job Corps, the director of each Job Corps cam-13
pus shall, consistent with the applicable behav-14
ioral management plan described in paragraph 15
(1), have the authority to take appropriate dis-16
ciplinary measures against enrollees if such di-17
rector determines that an enrollee has com-18
mitted a violation of the standards of conduct. 19
The director shall adopt a policy of dismissing 20
enrollees for an act of violence that seriously 21
endangers the safety of students, staff, or the 22
local community, and for illegal activity on the 23
campus. 24
‘‘(B) D
EFINITIONS.—In this paragraph: 25

‘‘(i) CONTROLLED SUBSTANCE .—The 1
term ‘controlled substance’ has the mean-2
ing given the term in section 102 of the 3
Controlled Substances Act (21 U.S.C. 4
802). 5
‘‘(ii) Z
ERO TOLERANCE POLICY .—The 6
term ‘zero tolerance policy’ means a policy 7
under which an enrollee shall be automati-8
cally dismissed from the Job Corps after a 9
determination by the director that the en-10
rollee has carried out an act of violence 11
that seriously endangers the safety of stu-12
dents, staff, or the local community or en-13
gaged in an illegal activity on the campus. 14
‘‘(3) A
DVISORY GROUP.—The Secretary shall 15
periodically convene an advisory group of Job Corps 16
operators and service providers and subject matter 17
experts to review the reporting data collected under 18
paragraph (5) and provide recommendations for Job 19
Corps behavioral management plans based on evi-20
dence-based research regarding effective and equi-21
table behavioral policies. 22
‘‘(4) L
AW ENFORCEMENT AGREEMENTS .—The 23
directors of each Job Corps campus shall enter into 24
an agreement with the relevant local law enforce-25

ment agency of jurisdiction regarding the procedures 1
for reporting and investigating potentially illegal ac-2
tivity on Job Corps campuses. 3
‘‘(5) I
NCIDENT REPORTING .—The Secretary 4
shall establish procedures for— 5
‘‘(A) reporting significant health incidents, 6
including substance abuse, self-harm, and acci-7
dents resulting in bodily harm; and 8
‘‘(B) reporting significant behavioral inci-9
dents, defined as acts of violence or illegal ac-10
tivity. 11
‘‘(6) A
CCOUNTABILITY.—The Secretary shall 12
establish standards under which a Job Corps cam-13
pus shall be required to take performance improve-14
ment actions described in section 159(f), based on 15
an evaluation of such Job Corps campus, which shall 16
take into account reporting data collected under 17
paragraph (5) and recommendations of the advisory 18
group pursuant to paragraph (3).’’. 19
(i) E
XPERIMENTALPROJECTS ANDTECHNICALAS-20
SISTANCE.—Section 156(a) of the Workforce Innovation 21
and Opportunity Act (29 U.S.C. 3206(a)) is amended to 22
read as follows: 23
‘‘(a) P
ROJECTS.—The Secretary may carry out ex-24
perimental, research, or demonstration projects relating to 25

evidence-based strategies for improving the operations of 1
a Job Corps campus that was ranked among the bottom 2
10 percent of Job Corps campuses. The Secretary may 3
waive any provisions of this subtitle that the Secretary 4
finds would prevent the Secretary from carrying out the 5
projects (other than sections 145, 147, and 159(c)) pro-6
vided that— 7
‘‘(1) the project will not result in a reduction in 8
the number of students served; and 9
‘‘(2) if the Secretary informs the Committee on 10
Education and Labor of the House of Representa-11
tives and the Committee on Health, Education, 12
Labor, and Pensions of the Senate, in writing, not 13
less than 90 days in advance of issuing such waiv-14
er.’’. 15
(j) A
PPLICATION OF PROVISIONS OF FEDERAL 16
L
AW.— 17
(1) I
N GENERAL.—Section 157 of the Work-18
force Innovation and Opportunity Act (29 U.S.C. 19
3207) is amended by adding at the end the fol-20
lowing: 21
‘‘(d) S
ERVICECONTRACTACT.— 22
‘‘(1) I
N GENERAL.—Operators and service pro-23
viders, including subcontractors thereto, are subject 24
to and shall be required to abide by chapter 67 of 25

title 41, United States Code (commonly known as 1
the ‘McNamara-O’Hara Service Contract Act of 2
1965’). 3
‘‘(2) A
CADEMIC AND CAREER TECHNICAL IN -4
STRUCTIONAL EMPLOYEES .—Notwithstanding sec-5
tion 6701(3)(C) of such chapter, an academic or ca-6
reer technical instructional employee at a Job Corps 7
campus shall be considered a ‘service employee’ for 8
purposes of applying such chapter under paragraph 9
(1). 10
‘‘(3) R
ULE OF CONSTRUCTION .—To the extent 11
compensation levels being paid or scheduled to be 12
paid by an employer are, in the aggregate, greater 13
than those determined by the Secretary of Labor to 14
be required under this subsection, or as set forth in 15
a collective bargaining agreement, nothing herein 16
shall be construed to require a reduction of such 17
compensation.’’. 18
(2) E
FFECTIVE DATE.— 19
(A) A
GREEMENTS IN EFFECT ON DATE OF 20
ENACTMENT.—Not later than 60 days after the 21
date of enactment of this Act, the Secretary 22
shall, subject to appropriations, modify all 23
agreements with operators and service providers 24
in effect as of such date of enactment to include 25

the requirements imposed by the amendment 1
made by paragraph (1). 2
(B) P
ENDING SOLICITATIONS.—Upon the 3
date of enactment of this Act, the Secretary 4
shall include the requirements imposed by the 5
amendment made by paragraph (1) in any 6
pending solicitation for an operator or service 7
provider. 8
(k) S
TAFFING.— 9
(1) I
N GENERAL.—To ensure compliance with 10
chapter 67 of title 41, United States Code (com-11
monly known as the ‘McNamara-O’Hara Service 12
Contract Act of 1965’), as such chapter is applied 13
by section 157(d) of the Workforce Innovation and 14
Opportunity Act, the staffing plan and the associ-15
ated budget of an entity proposing to be an operator 16
or service provider for a Job Corps campus shall in-17
corporate hourly wages (or salaries as appropriate) 18
and fringe benefit costs for occupational classifica-19
tions at least equal to the wage determination deter-20
mined by the Secretary of Labor for the locality of 21
the Job Corps campus. In preparing such wage de-22
termination, the Secretary shall compare the specific 23
job classifications at the Job Corps campus with 24
those occupations most closely correlated with those 25

employed by public education providers in the local-1
ity with the goal of ensuring equivalency to the max-2
imum extent feasible. 3
(2) A
DJUSTMENTS PERMITTED .—The Secretary 4
may further adjust compensation levels in a contract 5
with an operator or service provider to ensure suffi-6
cient availability and retention of qualified personnel 7
in the locality. 8
(3) A
NNUAL UPDATES .—The Secretary shall 9
update hourly wages (or salaries as appropriate) and 10
fringe benefit levels for such occupations covered in 11
this paragraph on an annual basis. 12
(l) S
PECIALPROVISIONS.—Section 158(f) of the 13
Workforce Innovation and Opportunity Act (29 U.S.C. 14
3208(f)) is amended— 15
(1) by striking ‘‘Secretary’’ and inserting ‘‘di-16
rectors of Job Corps campuses’’; 17
(2) by striking ‘‘the Job Corps or individual’’ 18
and inserting ‘‘such’’; and 19

ECHNICALAMENDMENT.—Subtitle C of title I 11

on Education and the Workforce’’ each place it appears 14
and inserting ‘‘Committee on Education and Labor’’. 15
