To amend the Immigration and Nationality Act to clarify
birthright citizenship, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Prohibiting Automatic 4
Rights to Enter National Territory Act of 2025’’ or as 5
the ‘‘PARENT Act of 2025’’. 6
SEC. 2. CLARIFICATION OF BIRTHRIGHT CITIZENSHIP. 7
Section 101 of the Immigration and Nationality Act 8
(8 U.S.C. 1101) is amended by adding at the end the fol-9
lowing: 10

‘‘(j) For purposes of section 301(a), the term ‘subject 1
to the jurisdiction thereof’ means, with respect to a person 2
born in the United States, that the person was born to 3
a parent who is, at the time of the person’s birth, a citizen 4
of the United States or an alien who is a lawful permanent 5
resident of the United States.’’. 6
SEC. 3. EFFECTIVE DATE. 7
This Act, and the amendments made by this Act, 8
shall apply to persons born after the date of enactment 9
of this Act. 10
