IMPOSITION OF TERRORISM SANCTIONS WITH RE-1 SPECT TO THE POPULAR RESISTANCE COM-2 MITTEES. 3 (a) F INDINGS.—Congress finds the following: 4 (1) Since its founding in 2000 during the sec-5 ond intifada, the Popular Resistance Committees 6 (referred to as the ‘‘PRC’’) has regularly carried out 7 terror attacks against Israelis, Americans, and Pal-8 estinians. 9 (2) The PRC’s ranks include former operatives 10 from Hamas, Palestinian Islamic Jihad, and the 11 Popular Front for the Liberation of Palestine, all of 12 which are designated by the United States as foreign 13 terrorist organizations. 14 (3) The PRC carried out an attack in 2003 on 15 a United States diplomatic convoy that injured a 16 diplomat and killed 3 security guards from the 17 United States. The PRC has also carried out the 18 2004 murder of a pregnant Israeli woman and her 19 4 daughters, aged 11, 9, 7 and 2, and the executions 20 of Palestinians, including the former Palestinian Au-21 thority Gaza security chief. 22 (4) The PRC has been the third-largest terror 23 group in the Gaza strip, after Hamas and Pales-24 tinian Islamic Jihad, since as early as 2011. 25 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2346 IH (5) On October 7, 2023, Hamas, Palestinian Is-1 lamic Jihad, and the Popular Resistance Committees 2 terrorists launched a massive, unprovoked war on 3 Israel by air, land, and sea, including firing thou-4 sands of rockets, resulting in the deaths of 1,200 in-5 nocent Israelis, Americans, and others, the abduc-6 tion of 250 hostages, and widespread torture and 7 sexual violence. 8 (6) On October 7, 2023, the PRC issued a 9 statement claiming responsibility for participating in 10 the terrorist attack against Israel alongside Hamas 11 and their affiliates, including the kidnap of IDF sol-12 diers, and posted photos of items taken from soldiers 13 killed and captured by the group as evidence. 14 (7) On October 8, 2023, the PRC issued a 15 statement claiming responsibility for dispatching ka-16 mikaze drones during the attack on Israel. 17 (b) I NGENERAL.—On and after the date that is 90 18 days after the date of enactment of this Act, the President 19 shall impose the measures described in subsection (d) with 20 respect to— 21 (1) the Popular Resistance Committees; and 3 (4) any current or future armed organization 4 the President determines is operating under the um-5 brella of the Popular Resistance Committees or any 6 other person described in this subsection. 7 (c) S ANCTIONSDESCRIBED.—The sanctions de-8 scribed in this subsection are the following: 9 (1) I N GENERAL.—The sanctions described in 10 this subsection are the following: 11 (A) B LOCKING OF PROPERTY .—The Presi-12 dent shall exercise all of the powers granted to 13 the President under the International Emer-14 gency Economic Powers Act (50 U.S.C. 1701 et 15 seq.) to the extent necessary to block and pro-16 hibit all transactions in property and interests 17 in property of the person if such property and 18 interests in property are in the United States, 19 come within the United States, or are or come 20 within the possession or control of a United 21 States person. 22 (B) A LIENS INADMISSABLE FOR VISAS , AD-23 MISSION, OR PAROLE.— 24 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 2346 IH (i) VISAS, ADMISSION, OR PAROLE.— 1 An alien who the Secretary of State or the 2 Secretary of Homeland Security (or a des-3 ignee of one of such Secretaries) knows, or 4 has reason to believe, is described in sub-5 section (b) is— 6 (I) inadmissible to the United 7 States; 8 (II) ineligible to receive a visa or 9 other documentation to enter the 10 United States; and 11 (III) otherwise ineligible to be 12 admitted or paroled into the United 13 States or to receive any other benefit 14 under the Immigration and Nation-15 ality Act (8 U.S.C. 1101 et seq.). 16 (ii) C URRENT VISAS REVOKED .— 17 (I) I N GENERAL.—The issuing 18 consular officer, the Secretary of 19 State, or the Secretary of Homeland 20 Security (or a designee of one of such 21 Secretaries) shall, in accordance with 22 section 221(i) of the Immigration and 23 Nationality Act (8 U.S.C. 1201(i)), 24 revoke any visa or other entry docu-25 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 6 •HR 2346 IH mentation issued to an alien described 1 in clause (i) regardless of when the 2 visa or other entry documentation is 3 issued. 4 (II) E FFECT OF REVOCATION .— 5 A revocation under subclause (I) shall 6 take effect immediately and shall 7 automatically cancel any other valid 8 visa or entry documentation that is in 9 the alien’s possession. 10 (2) E XCEPTIONS.— 11 (A) U NITED NATIONS HEADQUARTERS 12 AGREEMENT.—The sanctions described in para-13 graph (1)(B) shall not apply with respect to an 14 alien if admitting or paroling the alien into the 15 United States is necessary to permit the United 16 States to comply with the Agreement regarding 17 the Headquarters of the United Nations, signed 18 at Lake Success June 26, 1947, and entered 19 into force November 21, 1947, between the 20 United Nations and the United States, or other 21 applicable international obligations. 22 (B) E XCEPTION FOR INTELLIGENCE , LAW 23 ENFORCEMENT, AND NATIONAL SECURITY AC -24 TIVITIES.—Sanctions under paragraph (1) shall 25 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 7 •HR 2346 IH not apply to any authorized intelligence, law en-1 forcement, or national security activities of the 2 United States. 3 (d) P ENALTIES.—The penalties provided for in sub-4 sections (b) and (c) of section 206 of the International 5 Emergency Economic Powers Act (50 U.S.C. 1705) shall 6 apply to a person that violates, attempts to violate, con-7 spires to violate, or causes a violation of this section, regu-8 lations promulgated to carry out this section, or the sanc-9 tions imposed pursuant to this section to the same extent 10 that such penalties apply to a person that commits an un-11 lawful act described in section 206(a) of that Act. 12 (e) I MPLEMENTATION AUTHORITY.—The President 13 may exercise all authorities provided to the President 14 under sections 203 and 205 of the International Emer-15 gency Economic Powers Act (50 U.S.C. 1702 and 1704) 16 for purposes of carrying out this section. 17 (f) W AIVER.—The President may, for one or more 18 periods of not more than 180 days each, waive the applica-19 tion of sanctions or restrictions imposed with respect to 20 a foreign person under this section if the President cer-21 tifies to the appropriate congressional committees, not 22 later than 15 days before such waiver takes effect, that 23 the waiver is vital to the national security interests of the 24 United States. 25 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 8 •HR 2346 IH (g) TERMINATION.—Sanctions under this section 1 may be terminated with respect to any foreign person if 2 the President certifies to the appropriate congressional 3 committees that— 4 (1) such foreign person is no longer engaging in 5 acts of terrorism, as such term is defined for pur-6 poses of Executive Order No. 13224 (relating to 7 blocking property and prohibiting transactions with 8 persons who commit, threaten to commit, or support 9 terrorism); or 10 (2) with respect to a foreign person that is an 11 entity, such entity has disbanded. 12 SEC. 3. REPORT ON THE DESIGNATION OF THE LION’S DEN 13 AND THE POPULAR RESISTANCE COMMIT-14 TEES AS SPECIALLY DESIGNATED GLOBAL 15 TERRORISTS. 16 (a) F INDINGS.—Congress finds the following: 17 (1) Since its founding in 2022, Lion’s Den has 18 carried out a number of terror attacks including 19 over 61 shooting attacks against Israeli soldiers and 20 civilians. 21 (2) The group’s ranks include former operatives 22 from Hamas, Palestinian Islamic Jihad, and the 23 Popular Front for the Liberation of Palestine, all of 24 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 9 •HR 2346 IH which are designated foreign terrorist organizations 1 (FTO). 2 (3) Lion’s Den receives funds from designated 3 FTOs Hamas and Palestinian Islamic Jihad. 4 (b) I NITIALREPORT.— 5 (1) R EPORT REQUIRED .—Not later than 90 6 days after the date of the enactment of this Act, the 7 Secretary of State shall submit to the appropriate 8 committees of Congress— 9 (A) a detailed report on whether— 10 (i) the Lion’s Den meets the criteria 11 for designation as a Specially Designated 12 Global Terrorist pursuant to Executive 13 Order No. 13224 (relating to blocking 14 property and prohibiting transactions with 15 persons who commit, threaten to commit, 16 or support terrorism) and the criteria for 17 designation as a foreign terrorist organiza-18 tion as set forth in section 219 of the Im-19 migration and Nationality Act (8 U.S.C. 20 1189); and 21 (ii) the Popular Resistance Commit-22 tees meet as a Specially Designated Global 23 Terrorist pursuant to Executive Order No. 24 13224; and 25 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 10 •HR 2346 IH (B) if the Secretary reaches a negative de-1 termination with respect to any of the entities 2 listed in subparagraph (A), a detailed justifica-3 tion as to which criteria have not been met. 4 (2) F ORM.—The report required by paragraph 5 (1) shall be submitted in unclassified form, but may 6 include a classified annex. 7 (c) O NGOINGDETERMINATIONS REQUIRED.—Not 8 later than 1 year after the date of the enactment of this 9 Act, and every 2 years thereafter, the Secretary of State 10 shall submit to the appropriate committees of Congress 11 a report that— 12 (1) identifies each new entity operating under 13 the umbrella of the Popular Resistance Committees 14 or any successor of the Popular Resistance Commit-15 tees; 16 (2) includes a determination whether each such 17 entity meets the criteria— 18 (A) for designation as a Specially Des-19 ignated Global Terrorist pursuant to Executive 20 Order No. 13224 (relating to blocking property 21 and prohibiting transactions with persons who 22 commit, threaten to commit, or support ter-23 rorism); 24 VerDate Sep 11 2014 17:39 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H2346.IH H2346 ssavage on LAPJG3WLY3PROD with BILLS 11 •HR 2346 IH (B) for designation as a foreign terrorist 1 organization as set forth in section 219 of the 2 Immigration and Nationality Act (8 U.S.C. 3 1189); or 4 (C) for the imposition of sanctions under 5 section 2 of this Act; and 6 (3) if the Secretary reaches a negative deter-7 mination pursuant to any subparagraph of para-8 graph (2) with respect to any of the entities identi-9 fied pursuant to paragraph (1), a detailed justifica-10 tion as to which criteria for such designation or im-11 position have not been met. 12 SEC. 4.
