To amend the Workforce Innovation and Opportunity Act
to authorize the use of individual training accounts for
certain youth.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Building Youth Work-4
force Skills Act’’. 5
SEC. 2. YOUTH WORKFORCE INVESTMENT ACTIVITIES. 6
Section 129(c) of the Workforce Innovation and Op-7
portunity Act (29 U.S.C. 3164(c)) is amended by adding 8
at the end the following: 9

‘‘(9) INDIVIDUAL TRAINING ACCOUNTS .—Funds 1
allocated pursuant to paragraph (1) to a local area 2
may be used to pay, through an individual training 3
account, an eligible provider of training services de-4
scribed in section 122(d) for training services de-5
scribed in section 134(c)(3) provided to an in-school 6
youth who is not younger than age 16 and not older 7
than age 21, or any out-of-school youth, in the same 8
manner that an individual training account is used 9
to pay an eligible provider of training services under 10
section 134(c)(3)(F)(iii) for training services pro-11
vided to an adult or dislocated worker.’’. 12
