Government to publicly disclose all assassination records and information 
relevant to the assassination of President John F. Kennedy, and for 
other purposes.

provisions as fall within the jurisdiction of the committee concerned 
A BILL 
To direct the heads of certain departments and agencies 
of the Federal Government to publicly disclose all assas-
sination records and information relevant to the assas-
sination of President John F. Kennedy, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Justice for Kennedy 4
Act of 2025’’ or the ‘‘JFK Act of 2025’’. 5

UBLICDISCLOSURE OF ASSASSINATION 4

ECORDS.— 5
(1) D
ISCLOSURE.—Not later than 30 days after 6
the date of the enactment of this Act, each covered 7
Federal official shall publicly disclose in unclassified 8
and unredacted form any assassination record and 9
information relevant to the assassination of Presi-10
dent John F. Kennedy in the control or possession 11
of such covered Federal official. 12
(2) R
ELATION TO OTHER LAW .—Each covered 13
Federal official shall carry out paragraph (1) not-14
withstanding the following: 15
(A) The Presidential Memorandum of De-16
cember 15, 2022, titled ‘‘Memorandum on Cer-17
tifications Regarding Disclosure of Information 18
in Certain Records Related to the Assassination 19
of President John F. Kennedy’’. 20
(B) Section 5(g)(2)(D) of the President 21
John F. Kennedy Assassination Records Collec-22
tion Act of 1992 (44 U.S.C. 2107 note). 23
(C) Section 6 of the President John F. 24
Kennedy Assassination Records Collection Act 25
of 1992 (44 U.S.C. 2107 note). 26

OURT.— 7
(1) P
ETITIONS FOR PUBLIC DISCLOSURE .— 8
(A) I
N GENERAL.—Not later than 30 days 9
after the date of the enactment of this Act, the 10
Attorney General shall petition any court in the 11
United States or in a foreign country to pub-12
licly disclose in unclassified and unredacted 13
form any assassination record and information 14
relevant to the assassination of President John 15
F. Kennedy that is held under seal of the court 16
or held under the injunction of secrecy of a 17
grand jury. 18
(B) P
ARTICULARIZED NEED REQUIRE -19
MENT.—A request for disclosure of assassina-20
tion records pursuant to a petition under sub-21
paragraph (A) shall be deemed to constitute a 22
showing of particularized need under Rule 6 of 23
the Federal Rules of Criminal Procedure. 24

(2) RELATION TO OTHER LAW .—The Attorney 1
General shall carry out paragraph (1) notwith-2
standing— 3
(A) the provisions of law described in sub-4
paragraphs (A) through (C) of paragraph (2) of 5
subsection (a); and 6
(B) any other provision of law that con-7
flicts with the requirement under paragraph 8
(1). 9
(c) D
EFINITIONS.—In this section: 10
(1) The term ‘‘assassination record’’ has the 11
meaning given such term in section 3 of the Presi-12
dent John F. Kennedy Assassination Records Collec-13
tion Act of 1992 (44 U.S.C. 2107 note). 14
(2) The term ‘‘covered Federal official’’ means 15
the following: 16
(A) The Archivist of the United States. 17
(B) The Commissioner of Internal Rev-18
enue. 19
(C) The Director of the Central Intel-20
ligence Agency. 21
(D) The Director of the Federal Bureau of 22
Investigation. 23
(E) The Secretary of Defense. 24
