Fund, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Support UNFPA 4
Funding Act’’. 5

SEC. 2. FINDINGS. 1
Congress finds the following: 2
(1) The United Nations Population Fund 3
(UNFPA) is the United Nations sexual and repro-4
ductive health agency. 5
(2) UNFPA was founded with the bipartisan 6
leadership of the United States and advances United 7
States strategic interests to promote peace and sta-8
bility overseas by working in more than 150 coun-9
tries to end preventable maternal deaths, the unmet 10
need for contraception, and gender-based violence 11
and other harmful practices, including female genital 12
mutilation and child marriage. 13
(3) The Multilateral Organization Performance 14
Assessment Network, also known as MOPAN, of 15
which the United States is a member, conducted a 16
thorough evaluation of UNFPA’s organizational per-17
formance, effectiveness, and results. The evaluation, 18
released in January 2025, concluded that UNFPA is 19
a highly relevant and effective organization that is 20
successfully delivering on its mandate. UNFPA has 21
been an excellent steward and partner to the United 22
States, ensuring that all United States financial con-23
tributions are kept in a segregated account and in 24
compliance with United States legal restrictions. 25
UNFPA does not fund abortion or promote abortion 26

as a method of family planning. UNFPA opposes all 1
forms of coercion and involuntary sterilization. 2
(4) All UNFPA programming is guided by 3
principles adopted by 179 governments, including 4
the United States, at the 1994 International Con-5
ference for Population and Development. The prin-6
ciples include that ‘‘reproductive health care pro-7
grams should provide the widest range of services 8
without any form of coercion. All couples and indi-9
viduals have the basic right to decide freely and re-10
sponsibly the number and spacing of their children 11
and to have the information, education, and means 12
to do so.’’. 13
(5) UNFPA extends and supports the United 14
States investment in global safety, stability, and se-15
curity by reaching women and girls in politically un-16
stable regions. UNFPA also plays a pivotal role in 17
meeting protection and health care needs in coun-18
tries experiencing complex humanitarian emer-19
gencies. 20
(6) UNFPA ensures access to health care and 21
essential supplies for women and families affected by 22
humanitarian crises, including those arising from 23
natural disasters, armed conflicts, and other emer-24
gencies. 25

(7) The termination of funding for several 1
UNFPA programs restricts UNFPA’s critical work, 2
endangering lives across the world. Without reversal, 3
UNFPA cannot continue addressing the needs of the 4
following: 5
(A) The nearly 800 women and adolescent 6
girls who die each day from preventable causes 7
related to pregnancy and childbirth, most of 8
which occur in developing countries and more 9
than half of which occur in fragile and humani-10
tarian settings. 11
(B) The more than 226,000,000 women of 12
reproductive age in low- and middle-income 13
countries who want to avoid pregnancy and are 14
not using a modern contraceptive method. 15
(C) The estimated 1 in 3 women who expe-16
rience gender-based violence. 17
(D) The estimated 230,000,000 women 18
who have survived some form of female genital 19
mutilation. 20
(E) The estimated 12,000,000 girls who 21
are forcibly married before the age of 18 each 22
year. 23
(8) Voluntary family planning is central to 24
global health, equality and women’s empowerment, 25

and it is a key factor in poverty reduction, enabling 1
individuals and families to make informed decisions 2
about their reproductive health and economic well- 3
being. Providing access to family planning reduces 4
the need for abortion as it helps prevent unintended 5
pregnancies. 6
(9) In March 2025, thousands of Americans, 7
representing all 50 States, expressed their support 8
for the lifesaving work of UNFPA. 9
SEC. 3. STATEMENT OF POLICY. 10
It is the policy of the United States as follows: 11
(1) Improving the status of women around the 12
world is a strategic priority for United States for-13
eign policy and development efforts, contributing to 14
global stability and economic growth. 15
(2) The ability of individuals to freely deter-16
mine whether, when, and with whom to have chil-17
dren, and to attain the highest standard of health, 18
supports both human rights and sustainable develop-19
ment, fostering more stable and prosperous societies. 20
(3) Access to voluntary contraception and re-21
productive health care is a cost-effective intervention 22
that enhances women’s economic participation, re-23
duces poverty, and strengthens communities—ad-24
vancing United States strategic interests. 25

(4) UNFPA is a key partner in advancing glob-1
al health, stability, and economic development by im-2
proving the status of women and expanding access 3
to voluntary family planning and reproductive health 4
care. 5
(5) UNFPA plays a vital role in ensuring that 6
family planning and reproductive health programs 7
are voluntary, rights-based, and aligned with inter-8
national standards—helping to prevent instability 9
and improve health outcomes in vulnerable regions. 10
(6) Financial support for UNFPA aligns with 11
United States interests by promoting global health, 12
reducing maternal mortality, and fostering develop-13
ment in ways that contribute to more stable and 14
self-sufficient nations. The United States Govern-15
ment remains committed to providing targeted, cost- 16
effective funding to support these efforts. 17
SEC. 4. AUTHORIZATION OF APPROPRIATIONS. 18
(a) I
NGENERAL.—There is authorized to be appro-19
priated to the President, in addition to funds otherwise 20
made available, not less than $50,000,000 for fiscal year 21
2026 and not less than $55,000,000 for fiscal year 2027 22
to support the core functions and programs of the United 23
Nations Population Fund (UNFPA), which may include 24
the following: 25

(1) Ending preventable maternal deaths. 1
(2) Ending the unmet need for contraceptives 2
and promoting a voluntary approach to family plan-3
ning. 4
(3) Ending gender-based violence. 5
(4) Ending other harmful practices, such as 6
child marriage and female genital mutilation. 7
(5) Supporting United States national security 8
and humanitarian efforts by operating in areas 9
where medical infrastructure or services have been 10
destroyed or limited by natural disasters, armed con-11
flict, or other humanitarian emergencies. 12
(b) A
VAILABILITY.—Amounts authorized to be appro-13
priated under subsection (a) are authorized to remain 14
available until expended. 15
