To amend title 46, United States Code, to prohibit certain
contracts for port operations and management, and for
other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Secure Our Ports Act 4
of 2025’’. 5
SEC. 2. PROHIBITION ON CERTAIN CONTRACTS FOR PORT 6
OPERATION AND MANAGEMENT. 7
(a) I
NGENERAL.—Subchapter II of chapter 700 of 8
title 46, United States Code, is amended by adding at the 9
end the following: 10

‘‘§ 70015. Prohibition on certain contracts for port op-1
eration and management 2
‘‘(a) I
NGENERAL.—An owner or operator of a facil-3
ity for which an Area Maritime Transportation Security 4
Plan is required under section 70103 of this title may not 5
enter into a contract for the ownership, leasing, or oper-6
ation of such facility with an entity that is— 7
‘‘(1) a Chinese, Russian, North Korean, or Ira-8
nian state-owned enterprise; or 9
‘‘(2) a foreign entity for which any percentage 10
is owned by a country listed in paragraph (1). 11
‘‘(b) D
EFINITIONS.—In this section, the terms ‘Area 12
Maritime Transportation Security Plan’, ‘facility’, and 13
‘owner or operator’ have the meanings given such terms 14
in section 70101 of this title.’’. 15
(b) C
LERICALAMENDMENT.—The analysis for chap-16
ter 700 of title 46, United States Code, is amended by 17
inserting after the item relating to section 70014 the fol-18
lowing: 19
‘‘70015. Prohibition on certain contracts for port operation and management.’’.
