To remove the dunes sagebrush lizard from the lists of
threatened species and endangered species published pur-
suant to the Endangered Species Act of 1973 and to
amend that Act to exclude the dunes sagebrush lizard
from the authority of that Act.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Limiting Incredulous 4
Zealots Against Restricting Drilling Act of 2025’’ or the 5
‘‘LIZARD Act of 2025’’. 6

SEC. 2. DELISTING OF DUNES SAGEBRUSH LIZARD. 1
(a) I
NGENERAL.—Notwithstanding any other provi-2
sion of law, the dunes sagebrush lizard (Sceloporus 3
arenicolus), is removed from the lists of threatened species 4
and endangered species, as applicable, that are published 5
pursuant to section 4 of the Endangered Species Act of 6
1973 (16 U.S.C. 1533). 7

XCLUSION OF DUNESSAGEBRUSHLIZARD 8

ROMLISTING.—Section 4(a) of the Endangered Species 9
Act of 1973 (16 U.S.C. 1533(a)) is amended— 10
(1) in paragraph (1), by striking ‘‘The Sec-11
retary shall by regulation’’ and inserting ‘‘Except as 12
provided in paragraph (4), the Secretary shall by 13
regulation’’; and 14
(2) by adding at the end the following: 15
‘‘(4) A
PPLICABILITY TODUNESSAGEBRUSHLIZ-16
ARD.—The Secretary may not make a determination 17
under this subsection that the dunes sagebrush lizard 18
(Sceloporus arenicolus) is a threatened species or an en-19
dangered species.’’. 20
