concerned

To provide for the rescission of certain waivers and licenses
relating to Iran, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. RESCISSION OF CERTAIN WAIVERS AND LI-3
CENSES. 4
(a) I
NGENERAL.—On the date of enactment of this 5
Act, the following measures shall be terminated: 6

(1) The waiver exercised on the pursuant to 1
section 1245(d)(5) of the National Defense Author-2
ization Act for Fiscal Year 2012 and sections 3
1244(i) and 1247(f) of the Iran Freedom and 4
Counter-Proliferation Act of 2012 and transmitted 5
to Congress on September 11, 2023, for the transfer 6
of certain funds from the Republic of Korea to 7
Qatar. 8
(2) Any general or specific license issued by the 9
Office of Foreign Assets Control at the Department 10
of the Treasury directly or indirectly related to the 11
funds cited in paragraph (1). 12
(b) L
IMITATION.—The President may not reissue any 13
new waiver or license described in paragraph (1) or (2) 14
of subsection (a) for the same or similar purposes. 15
SEC. 2. LIMITATION OF APPLICABILITY OF CERTAIN LI-16
CENSES. 17
Notwithstanding any other provision of law, on and 18
after the date of the enactment of this Act, the President 19
may not— 20
(1) exercise the waiver authority described in 21
section 1245(d)(5) of the National Defense Author-22
ization Act for Fiscal Year 2012 and sections 23
1244(i) and 1247(f) of the Iran Freedom and 24
Counter-Proliferation Act of 2012 permitting the 25

Government of Iran or any Iranian person access to 1
any account established or maintained pursuant to 2
or in accordance with section 1245(d)(4)(D)(ii)(II) 3
of the National Defense Authorization Act for Fiscal 4
Year 2012; or 5
(2) issue a general or specific license, frequently 6
asked question, or any other licensing action or 7
guidance permitting the Government of Iran or any 8
Iranian person access to or to benefit directly or in-9
directly from any account established pursuant to or 10
in accordance with any account described in 11
1245(d)(4)(D)(ii)(II) of the National Defense Au-12
thorization Act for Fiscal Year 2012. 13
