A BILL 
To prohibit the enforcement of certain regulations relating 
to sale, donation, and transfer of Federal Government 
property, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Lifesaving Gear for 4
Police Act of 2025’’. 5

SEC. 2. STATE AND LOCAL LAW ENFORCEMENT ACCESS TO 1
LIFESAVING FEDERAL EQUIPMENT. 2
(a) U
NENFORCEABILITY OF CERTAINREGULATIONS 3

NLESSENACTEDINTOLAW.— 4
(1) I
N GENERAL.—No regulation, rule, guid-5
ance, policy, or recommendation issued on or after 6
May 15, 2015, that limits the sale, donation, or 7
transfer of property of the Federal Government pur-8
suant to Executive Order 13688 (entitled ‘‘Federal 9
Support for Local Law Enforcement Equipment Ac-10
quisition’’) or Executive Order 14074 (entitled ‘‘Ad-11
vancing Effective, Accountable Policing and Crimi-12
nal Justice Practices To Enhance Public Trust and 13
Public Safety’’), including excess property of the De-14
partment of Defense, to State and local agencies for 15
law enforcement activities (whether pursuant to sec-16
tion 2576a of title 10, United States Code, or any 17
other provision of law, or as a condition on the use 18
of Federal funds) shall have any force or effect after 19
the date of the enactment of this Act unless enacted 20
into law by Congress. 21
(2) P
ROHIBITION ON USE OF FUNDS TO EN -22
FORCE REGULATIONS .—No agency or instrumen-23
tality of the Federal Government may use any Fed-24
eral funds, fees, or resources to implement or carry 25
out a regulation, rule, guidance, policy, or rec-26

that is not enacted into law by Congress. 2
(3) L
IMITATIONS ON SUBSEQUENT EXECUTIVE 3
ORDERS.—In accordance with this subsection, the 4
President may not reinstate any section of the Exec-5
utive orders listed in paragraph (1) nor establish 6
any substantially similar Executive order regarding 7
the transfer of equipment to law enforcement under 8
section 2576a of title 10, United States Code. 9
(b) R
ETURN ORREISSUE OFEQUIPMENTRECALLED 10
ORSEIZEDPURSUANT TOREGULATIONS.—Any property 11
recalled or seized on or after May 15, 2015, pursuant to 12
a regulation, rule, guidance, policy, or recommendation 13
issued as described in subsection (a)(1) shall be returned, 14
replaced, or re-issued to the agency from which recalled 15
or seized, at no cost to such agency, as soon as practicable 16
after the date of the enactment of this Act, if— 17
(1) such agency requests that the property be 18
returned, replaced, or re-issued; 19
(2) such agency satisfies the conditions set 20
forth under 2576a of title 10, United States Code, 21
authorizing transfer and use of such property, if ap-22
plicable; and 23
(3) the property is in stock and available for 24
transfer to the agency to be used for law enforce-25
