Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Restore College Sports 4 Act’’. 5 SEC. 2. AMERICAN COLLEGIATE SPORTS ASSOCIATION. 6 (a) E STABLISHMENT.—The American Collegiate 7 Sports Association (in this Act referred to as the 8 ‘‘ACSA’’) is established to oversee and regulate college 9 VerDate Sep 11 2014 00:14 Apr 15, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2663.IH H2663 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 2663 IH sports, in replacement of the National Collegiate Athletic 1 Association (NCAA). 2 (b) M EMBERSHIP.—The ACSA shall be comprised of 3 institutions of higher education that participate in the 4 ACSA as member institutions of higher education. 5 (c) G OVERNANCE.— 6 (1) C OMMISSIONER.—The ACSA shall be gov-7 erned by a commissioner. 8 (2) A PPOINTMENT OF COMMISSIONER .—The 9 Commission shall be led by a Commissioner, who 10 shall be appointed by the President, by and with the 11 advice and consent of the Senate. 12 (3) T ERM OF COMMISSIONER .—The commis-13 sioner shall serve a term of 4 years. 14 (d) R ULES.—Each member institution of higher edu-15 cation shall comply with the following rules of the ACSA: 16 (1) All revenue relating to name, image, and 17 likeness, including direct payments from member in-18 stitutions of higher education and collectives, shall 19 be distributed equally among all student athletes of 20 such institutions within the ACSA. 21 (2) Student athletes of member institutions of 22 higher education shall have the right to transfer 23 freely among such institutions without penalty or re-24 striction. 25 VerDate Sep 11 2014 00:14 Apr 15, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2663.IH H2663 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2663 IH (3) Athletic conferences shall be comprised of 1 member institutions of higher education within the 2 same time zone to minimize travel and academic dis-3 ruption. 4 (4) All revenue generated from athletic pro-5 grams of member institutions of higher education, 6 including ticket sales, merchandise, and sponsor-7 ships, shall be shared equally among such member 8 institutions of higher education and student athletes 9 within the ACSA. 10 (5) The maximum annual salary of each coach 11 of a member institution of higher education shall be 12 capped at a level not more than 10 times the full 13 cost of attendance for students at such institution. 14 (6) All revenue generated from broadcasting 15 college sports events on television shall be shared 16 equally among all member institutions of higher edu-17 cation within the ACSA. 18 (e) E NFORCEMENT.—Section 487(a) of the Higher 19 Education Act of 1965 (20 U.S.C. 1094(a)) is amended 20 by adding at the end the following: 21 ‘‘(30) The institution will be a member of the 22 American Collegiate Sports Association established 23 under section 2 of the Restore College Sports Act 24 VerDate Sep 11 2014 00:14 Apr 15, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2663.IH H2663 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2663 IH and will comply with the requirements of subsection 1 (d) of such section.’’. 2 Æ VerDate Sep 11 2014 00:14 Apr 15, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H2663.IH H2663 ssavage on LAPJG3WLY3PROD with BILLS
