To prohibit the Administrator of the Transportation Security
Administration from accepting warrants for the arrest
of aliens as valid proof of identification at aviation secu-
rity checkpoints, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Crime Doesn’t Fly Act 4
of 2025’’. 5

SEC. 2. PROHIBITION OF USE OF ICE ARREST WARRANTS 1
AS IDENTIFICATION AT AVIATION SECURITY 2
CHECKPOINTS. 3
(a) I
NGENERAL.—Except as provided in subsection 4
(b), the Administrator of the Transportation Security Ad-5
ministration may not accept a prohibited document as 6
valid proof of identification at an aviation security check-7
point. 8
(b) E
XCEPTION.—Subsection (a) shall not apply with 9
respect to an alien who is being removed from the United 10
States in accordance with the immigration laws (as such 11
term is defined in section 101 of the Immigration and Na-12
tionality Act (8 U.S.C. 1101)). 13
(c) P
ROHIBITEDDOCUMENTDEFINED.—In this sec-14
tion, the term ‘‘prohibited document’’ means any of the 15
following: 16
(1) Immigration and Customs Enforcement 17
Form I–200, Warrant for Arrest of Alien (or any 18
successor form). 19
(2) Immigration and Customs Enforcement 20
Form I–205, Warrant of Removal/Deportation (or 21
any successor form). 22
