To modify the requirements of section 104(f) of the Foreign 
Assistance Act of 1961. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Aid Accountability Act 4
of 2025’’. 5

SEC. 2. MODIFICATION TO REQUIREMENTS OF SECTION 1
104(F) OF THE FOREIGN ASSISTANCE ACT OF 2
1961. 3
Section 104(f) of the Foreign Assistance Act of 1961 4
(22 U.S.C. 2151b(f)) is amended by adding at the end 5
the following: 6
‘‘(4)(A) An individual who is a Federal employee and 7
knowingly violates any of the requirements of this sub-8
section— 9
‘‘(i) shall be terminated from Federal employ-10
ment and may not be receive any Federal employ-11
ment in the future; and 12
‘‘(ii) shall be fiscally liable for an amount equal 13
to the amount of funds illegally allocated to the ac-14
tivity that was in violation of such requirements in 15
order to provide restitution to the Federal govern-16
ment. 17
‘‘(B) A grantee, sub-grantee, contractor or other re-18
cipient of Federal funds who violates any of the require-19
ments of this subsection may not receive any Federal 20
funds in the future. 21
‘‘(C) The Secretary of State— 22
‘‘(i) shall make final determinations of viola-23
tions of the requirements of this subsection and the 24
penalties imposed under subparagraphs (A) and (B), 25
and such final determinations shall not be subject to 26

review or reversal except by a Federal court of com-1
petent jurisdiction; and 2
‘‘(ii) shall submit to Congress a report not later 3
than 60 days after making a determination of a vio-4
lation of the requirements of this subsection, which 5
shall include— 6
‘‘(I) a description of the nature of the vio-7
lation; 8
‘‘(II) who carried out or was involved in 9
the violation; and 10
‘‘(III) what will be done to ensure the vio-11
lation is not repeated. 12
‘‘(D) Any final determination of the Secretary of 13
State under subparagraph (C)(i) shall be subject to the 14
procedures under chapter 8 of title 5, United States Code 15
(commonly known as the ‘Congressional Review Act’).’’. 16
