A BILL
To direct the United States Postal Service to designate a
single, unique ZIP Code for Fairlawn, Virginia, and for
other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. ZIP CODE FOR FAIRLAWN, VIRGINIA. 3
(a) S
ENSE OFCONGRESS.—It is the sense of Con-4
gress that— 5
(1) the Commonwealth of Virginia is the only 6
State in the United States where all cities are inde-7
pendent from their surrounding counties; 8

(2) these independent cities are not politically a 1
part of the surrounding counties, even if they are lo-2
cated within their borders; 3
(3) in Virginia these independent cities are sub-4
ject to separate revenue collection and distribution 5
practices related to roads, resources, and sales tax 6
than neighboring counties; 7
(4) the sales tax collected from electronic com-8
merce from the unincorporated community of 9
Fairlawn, Virginia, located in Pulaski County, is 10
often misallocated to the independent city of 11
Radford, Virginia, because they share the same ZIP 12
Codes; and 13
(5) Fairlawn, Virginia, should be eligible to ob-14
tain a separate and unique ZIP Code from the 15
neighboring independent city of Radford, Virginia, 16
for tax purposes. 17
(b) ZIP C
ODEDESIGNATION.—Not later than 180 18
days after the date of the enactment of this Act, the 19
United States Postal Service shall designate a single, 20
unique ZIP Code applicable to Fairlawn, Virginia. 21
