To direct the Secretary of Commerce to continue to operate
the Hollings Manufacturing Extension Partnership, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Defend American Man-4
ufacturing Act’’. 5
SEC. 2. CONTINUATION OF HOLLINGS MANUFACTURING 6
EXTENSION PARTNERSHIP. 7
In fiscal year 2025 and each fiscal year thereafter, 8
unless Congress fails to enact into law appropriations for 9

that fiscal year under the heading ‘‘Department of Com-1
merce—National Institute of Standards and Tech-2
nology—Industrial Technology Services’’ for the Hollings 3
Manufacturing Extension Partnership pursuant to section 4
25 of the National Institute of Standards and Technology 5
Act (15 U.S.C. 278K), the Secretary of Commerce, acting 6
through the Director of the National Institute of Stand-7
ards and Technology, shall compete, renew, and award 8
centers in all 50 States and Puerto Rico pursuant to sec-9
tion 25 of the National Institute of Standards and Tech-10
nology Act (15 U.S.C. 278K), subject to the terms and 11
conditions of such section 25. 12
SEC. 3. AMENDMENT TO THE NATIONAL INSTITUTE OF 13
STANDARDS AND TECHNOLOGY ACT. 14
Paragraph (e)(1) of section 25 of the National Insti-15
tute of Standards and Technology Act (15 U.S.C. 278K) 16
is amended striking ‘‘may’’ and inserting ‘‘shall’’. 17
