A BILL 
To amend titles 10 and 38, United States Code, to make 
certain improvements in the Transition Assistance Pro-
gram and Solid Start Program to address mental health 
issues, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Daniel J. Harvey, Jr. 4
and Adam Lambert Improving Servicemember Transition 5
to Reduce Veteran Suicide Act’’. 6

SEC. 2. ADDRESSING MENTAL HEALTH ISSUES IN THE 1
TRANSITION ASSISTANCE PROGRAM OF THE 2
DEPARTMENT OF DEFENSE AND THE SOLID 3
START PROGRAM OF THE DEPARTMENT OF 4
VETERANS AFFAIRS. 5
(a) T
RANSITIONASSISTANCEPROGRAM OF THE DE-6
PARTMENT OF DEFENSE.—Section 1142(b) of title 10, 7
United States Code, is amended— 8
(1) in paragraph (5), by inserting ‘‘(11),’’ be-9
fore ‘‘and (16)’’; and 10
(2) by striking paragraph (11) and inserting 11
the following: 12
‘‘(11) Information concerning mental health, in-13
cluding— 14
‘‘(A) the availability of mental health serv-15
ices furnished by the Secretary concerned, the 16
Secretary of Defense, the Secretary of Veterans 17
Affairs, or a non-profit entity; 18
‘‘(B) the treatment of post-traumatic 19
stress disorder, traumatic brain injury, anxiety 20
disorders, depression, chronic pain, sleep dis-21
orders, suicidal ideation, or other mental health 22
conditions associated with service in the armed 23
forces; 24
‘‘(C) the risk of suicide, including signs, 25
symptoms, and risk factors (including adverse 26

childhood experiences, depression, bipolar dis-1
order, homelessness, unemployment, and rela-2
tionship strain); 3
‘‘(D) the availability of treatment options 4
and resources to address substance abuse, in-5
cluding alcohol, prescription drug, and opioid 6
abuse; 7
‘‘(E) the potential effects of the loss of 8
community and support systems experienced by 9
a member separating from the armed forces; 10
‘‘(F) isolation from family, friends, or soci-11
ety; and 12
‘‘(G) the potential stressors associated with 13
separation from the armed forces.’’. 14
(b) S
OLIDSTARTPROGRAM OF THE DEPARTMENT 15
OFVETERANSAFFAIRS.—Section 6320(b)(1) of title 38, 16
United States Code, is amended— 17
(1) by redesignating subparagraphs (G) and 18
(H) as subparagraphs (I) and (J), respectively; and 19
(2) by inserting after subparagraph (F) the fol-20
lowing new subparagraphs: 21
‘‘(G) assisting eligible veterans who elect to en-22
roll in the system of patient enrollment under sec-23
tion 1705(a) of this title; 24

‘‘(H) educating veterans about mental health 1
and counseling services available through the Vet-2
erans Health Administration;’’. 3
(c) R
EPORT.— 4
(1) I
N GENERAL.—Not later than one year 5
after the date of the enactment of this Act, the Sec-6
retary of Defense and the Secretary of Veterans Af-7
fairs shall jointly submit to the appropriate congres-8
sional committees a report on the information and 9
materials developed pursuant to the amendments 10
made by this Act. 11
(2) A
PPROPRIATE CONGRESSIONAL COMMIT -12
TEES DEFINED.—In this subsection, the term ‘‘ap-13
propriate congressional committees’’ means— 14
(A) the Committee on Armed Services and 15
the Committee on Veterans’ Affairs of the Sen-16
ate; and 17
(B) the Committee on Armed Services and 18
the Committee on Veterans’ Affairs of the 19
House of Representatives. 20
