To amend the Outer Continental Shelf Lands Act to prohibit
oil and gas leasing of the Central California Planning Area.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Central Coast of Cali-4
fornia Conservation Act of 2025’’. 5

SEC. 2. PROHIBITION ON OIL AND GAS LEASING OF THE 1
CENTRAL CALIFORNIA PLANNING AREA. 2
Section 8 of the Outer Continental Shelf Lands Act 3
(43 U.S.C. 1337) is amended by adding at the end the 4
following: 5
‘‘(q) P
ROHIBITION ONOIL ANDGASLEASING OF 6
THECENTRALCALIFORNIAPLANNINGAREA.—Notwith-7
standing any other provision of this section, the Secretary 8
of the Interior may not issue a lease for the exploration, 9
development, or production of oil or gas in any area of 10
the Central California Planning Area.’’. 11
