AN ACT
To require the Secretary of the Interior to partner and
collaborate with the Secretary of Agriculture and the
State of Hawaii to address Rapid Ohia Death, and for
other purposes.

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Continued Rapid Ohia 2
Death Response Act of 2025’’. 3
SEC. 2. DEFINITIONS. 4
In this Act: 5
(1) R
APID OHIA DEATH .—The term ‘‘Rapid 6
Ohia Death’’ means the disease caused by the fungal 7
pathogen known as Ceratocystis fimbriata that af-8
fects the tree of the species Metrosideros 9
polymorpha. 10
(2) S
TATE.—The term ‘‘State’’ means the State 11
of Hawaii. 12
SEC. 3. COLLABORATION. 13
The Secretary of the Interior shall partner and col-14
laborate with the Secretary of Agriculture and the State 15
to address Rapid Ohia Death. 16
SEC. 4. SUSTAINED EFFORTS. 17
(a) T
RANSMISSION.—The Secretary of the Interior, 18
acting through the Director of the United States Geologi-19
cal Survey, and the Chief of the Forest Service, acting 20
through the Forest Service Institute of Pacific Islands 21
Forestry, shall continue to conduct research on Rapid 22
Ohia Death vectors and transmission. 23
(b) U
NGULATEMANAGEMENT.—The Secretary of the 24
Interior, acting through the Director of the United States 25
Fish and Wildlife Service, shall continue to partner with 26 3

the Secretary of Agriculture, the State, and with local 1
stakeholders to manage ungulates in Rapid Ohia Death 2
control areas on Federal, State, and private land, with the 3
consent of private landowners. 4
(c) R
ESTORATION AND RESEARCH.—The Secretary 5
of Agriculture, acting through the Chief of the Forest 6
Service, shall continue to provide— 7
(1) financial assistance, including through 8
agreements with the Secretary of the Interior— 9
(A) to prevent the spread of Rapid Ohia 10
Death; and 11
(B) to restore the native forests of the 12
State; and 13
(2) staff and necessary infrastructure funding 14
to the Institute of Pacific Islands Forestry to con-15
duct research on Rapid Ohia Death. 16
