To increase penalties for child pornography.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Holding Child Preda-4
tors Accountable Act’’. 5
SEC. 2. POSSESSION OF CHILD PORN. 6
(a) O
BSCENITY.—Section 1466A of title 18, United 7
States Code, is amended— 8
(1) in subsection (a), by striking ‘‘shall be sub-9
ject to the penalties provided in section 2252A(b)(1), 10
including the penalties provided for cases involving 11

a prior conviction’’ and inserting ‘‘shall be fined and 1
punished by death or imprisoned for life’’; and 2
(2) in subsection (b), by striking ‘‘shall be sub-3
ject to the penalties provided in section 2252A(b)(2), 4
including the penalties provided for cases involving 5
a prior conviction’’ and inserting ‘‘shall be fined and 6
punished by death or imprisoned for life’’. 7
(b) E
XPLOITATIONMATERIAL.—Subsection (b) of 8
section 2252 of title 18, United States Code, is amended 9
to read as follows: 10
‘‘(b) Whoever violates, or attempts or conspires to 11
violate paragraph (1), (2), (3), or (4) of subsection (a) 12
shall be fined and punished by death or imprisoned for 13
life.’’. 14
(c) P
ORNOGRAPHY MATERIAL.—Subsection (b) of 15
section 2252A of title 18, United States Code, is amended 16
to read as follows: 17
‘‘(b) Whoever violates, or attempts or conspires to 18
violate paragraph (1), (2), (3), (4), (5), (6), or (7) of sub-19
section (a) shall be fined and punished by death or impris-20
oned for life.’’. 21
