A BILL 
To amend the Federal Election Campaign Act of 1971 to 
prohibit individuals holding Federal office from directly 
soliciting contributions to or on behalf of any political 
committee under such Act, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Act’’. 4

SEC. 2. PROHIBITING DIRECT SOLICITATION OF CAMPAIGN 1
CONTRIBUTIONS OR FUNDS FOR FEDERAL 2
ELECTION ACTIVITY BY FEDERAL OFFICE-3
HOLDERS. 4
(a) P
ROHIBITION.—Section 323(e) of the Federal 5
Election Campaign Act of 1971 (52 U.S.C. 30125(e)) is 6
amended— 7
(1) by redesignating paragraphs (2) through 8
(4) as paragraphs (3) through (5), respectively; and 9
(2) by inserting after paragraph (1) the fol-10
lowing new paragraph: 11
‘‘(2) P
ROHIBITING DIRECT SOLICITATIONS FOR 12
FEDERAL ELECTION PURPOSES BY FEDERAL OF -13
FICEHOLDERS.— 14
‘‘(A) P
ROHIBITION.—In addition to the 15
prohibitions on soliciting funds set forth under 16
paragraph (1), an individual holding Federal of-17
fice shall not solicit funds directly from any 18
person— 19
‘‘(i) for or on behalf of any political 20
committee; or 21
‘‘(ii) for or on behalf of any person for 22
use for Federal election activity (as defined 23
in section 301(20)). 24

ULE OF CONSTRUCTION REGARDING 25
PARTICIPATION IN FUNDRAISING EVENTS .— 26

Nothing in this paragraph may be construed to 1
prohibit an individual holding Federal office 2
from participating in a fundraising event, in-3
cluding planning or attending the event, speak-4
ing at the event, or serving as a featured guest 5
at the event, so long as the individual does not 6
engage in any written or verbal solicitation of 7
funds in connection with the event.’’. 8

UNDRAISINGEVENTS.—Section 323(e)(4) of such Act 11
(52 U.S.C. 30125(e)(4)), as redesignated by subsection 12
(a)(1), is amended— 13
(1) by striking ‘‘Notwithstanding paragraph (1) 14
or subsection (b)(2)(C),’’ and inserting ‘‘Notwith-15
standing paragraph (1), paragraph (2), or sub-16
section (b)(2)(C),’’; and 17
(2) by striking the period at the end and insert-18
ing the following: ‘‘, so long as, in the case of an in-19
dividual holding Federal office, the individual does 20
not engage in any written or verbal solicitation of 21
funds in connection with the event.’’. 22

SEC. 3. EFFECTIVE DATE. 1
The amendments made by this Act shall apply with 2
respect to solicitations made on or after the date of the 3
enactment of this Act. 4
