Stafford Disaster Relief and Emergency Assistance Act.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Securing Taxpayer As-4
sistance during Natural Disasters Act’’ or the ‘‘STAND 5
Act’’. 6

(a) I
NGENERAL.—No Federal funds may be obli-4
gated or expended by the Department of State or the 5
United States Agency for International Development for 6
bilateral, multilateral, or humanitarian non-defense for-7
eign assistance within 60 days of the date on which a dis-8
aster has occurred and with respect to which of the Presi-9
dent has declared a disaster under the Robert T. Stafford 10
Disaster Relief and Emergency Assistance Act (42 U.S.C. 11
5121 et seq.). 12
(b) W
AIVER.—The prohibition under subsection (a) 13
may be waived in accordance with the provisions of a joint 14
resolution providing for such waiver that is enacted into 15
law after the date of the enactment of this Act. 16
