A BILL 
To require the Inspector General to submit a report on 
the Federal subaward reporting system, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Federal Subaward Re-4
porting System Modernization and Expansion Act’’. 5
SEC. 2. FFATA FEDERAL SUBAWARD REPORTING SYSTEM. 6
(a) R
EPORT ONFEDERALSUBAWARDREPORTING 7
S
YSTEM.—Not later than 180 days after the date of the 8
enactment of this Act, the Inspector General of the Gen-9

eral Services Administration shall submit to Congress a 1
report that contains the following: 2
(1) A comprehensive review of the FFATA 3
subaward reporting system to identify problems 4
within the system that contribute to inaccurate and 5
incomplete subaward reporting and provide specific 6
recommendations for improvements. 7
(2) An assessment of the effectiveness and effi-8
ciency of the system, including the following: 9
(A) Accuracy and completeness of 10
subaward data reported through the system. 11
(B) Consistency of reporting requirements 12
across Federal agencies. 13
(C) Burden on Federal award recipients to 14
comply with reporting requirements. 15
(D) Accessibility and availability of 16
subaward data to the public and stakeholders. 17
(E) Adequacy of enforcement mechanisms 18
to ensure compliance with reporting require-19
ments. 20
(3) Recommendations for improving the system. 21
(b) P
LAN ANDREPORT FORIMPROVING THE FED-22
ERALSUBAWARDREPORTINGSYSTEM.—Not later than 23
1 year after the date of the enactment of this Act, and 24
annually thereafter until the plan is fully implemented (as 25

determined by the Administrator), the Administrator, in 1
consultation with the Director and the Secretary, shall im-2
plement and submit to Congress a plan to update the 3
FFATA subaward reporting system to ensure that the 4
system provides accurate, timely, and comprehensive in-5
formation on the first tier of any subaward made under 6
a prime Federal award that includes the following: 7
(1) Measures to improve the accuracy and com-8
pleteness of subaward data reported through the 9
system. 10
(2) Standardized reporting requirements across 11
Federal agencies, including a requirement that any 12
prime recipient of a Federal award that does not 13
make a subaward certifies that a subaward was not 14
made. 15
(3) Provisions to reduce the burden on Federal 16
award recipients to comply with reporting require-17
ments under the Federal Funding Accountability 18
and Transparency Act of 2006 (31 U.S.C. 6101 19
note). 20
(4) Mechanisms to increase accessibility and 21
availability of subaward data to the public and 22
stakeholders. 23
(5) Adequate enforcement mechanisms to en-24
sure compliance with reporting requirements under 25

(c) E
XPANDFEDERALSUBAWARDREPORTINGSYS-3
TEM.— 4
(1) S
UBAWARD EXPANSION DATA .—Beginning 5
not later than 1 year after the date on which the 6
first plan is submitted pursuant to subsection (b), 7
the head of each Federal agency shall collect infor-8
mation on the first 2 tiers of a subaward from a 9
Federal award that includes the data elements re-10
quired to comply with the Federal Funding Account-11
ability and Transparency Act of 2006 (31 U.S.C. 12
6101 note), as prescribed by the Director. 13
(2) P
LAN FOR SUBAWARD REPORTING EXPAN -14
SION.—Not later than 1 year after the date of the 15
enactment of this Act, the Administrator, in con-16
sultation with the Director, shall issue reporting 17
rules for Federal agencies under the Federal Fund-18
ing Accountability and Transparency Act of 2006 19
and develop a plan to implement the requirements 20
described in paragraph (1) with input from stake-21
holders and the public that includes the following: 22
(A) Measures to improve the accuracy and 23
completeness of subaward data reported 24

through the system including the final recipient 1
of a subaward under a Federal award. 2
(B) Standardized reporting requirements 3
across Federal agencies. 4
(C) Provisions to reduce the burden on 5
Federal award recipients to comply with report-6
ing requirements under the Federal Funding 7
Accountability and Transparency Act of 2006. 8
(D) Mechanisms to increase accessibility 9
and availability of subaward data including the 10
final recipient of a subaward under a Federal 11
award to the public and stakeholders. 12
(E) Adequate enforcement mechanisms to 13
ensure compliance with reporting requirements 14
under the Federal Funding Accountability and 15
Transparency Act of 2006. 16
(3) S
UBAWARD REPORTING EXPANSION BY 17
FEDERAL AGENCIES .—Not later than 2 years after 18
the date of the enactment of this Act, the head of 19
each Federal agency shall begin implementing the 20
plan described in paragraph (2). 21
(4) R
EPORT ON SUBAWARD EXPANSION 22
PLAN.—Not later than 1 year after the date of the 23
enactment of this Act, and annually thereafter until 24
the plan is fully implemented (as determined by the 25

Administrator), the Administrator, in consultation 1
with the Director shall submit to Congress a report 2
on the plan described in paragraph (2). 3
(d) D
EFINITIONS.—In this section: 4
(1) A
DMINISTRATOR.—The term ‘‘Adminis-5
trator’’ means the Administrator of General Serv-6
ices. 7
(2) D
IRECTOR; FEDERAL AGENCY ; FEDERAL 8
AWARD; SECRETARY.—The terms ‘‘Director’’, ‘‘Fed-9
eral agency’’, ‘‘Federal award’’, and ‘‘Secretary’’ 10
have the meaning given those terms in section 2(a) 11
of the Federal Funding Accountability and Trans-12
parency Act of 2006 (31 U.S.C. 6101 note). 13
(3) FFATA 
SUBAWARD REPORTING SYSTEM ; 14
SYSTEM.—The terms ‘‘FFATA subaward reporting 15
system’’ and ‘‘system’’ mean the subaward reporting 16
system described in section 2(d)(2) of the Federal 17
Funding Accountability and Transparency Act of 18
2006 (31 U.S.C. 6101 note). 19
