A BILL 
To amend the Federal Water Pollution Control Act relating 
to grants for beach monitoring, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Beaches Environ-4
mental Assessment and Coastal Health Act of 2025’’ or 5
the ‘‘BEACH Act of 2025’’. 6

SEC. 2. COASTAL RECREATION WATER QUALITY MONI-1
TORING AND NOTIFICATION. 2
(a) P
ROGRAMDEVELOPMENT AND IMPLEMENTATION 3

RANTS.—Section 406 of the Federal Water Pollution 4
Control Act (33 U.S.C. 1346) is amended— 5
(1) in subsection (b)— 6
(A) in paragraph (1)— 7
(i) by inserting ‘‘, including nearby 8
shallow upstream waters,’’ after ‘‘coastal 9
recreation waters’’; and 10
(ii) by inserting ‘‘or present on’’ after 11
‘‘adjacent to’’; 12
(B) in paragraph (3)(A)— 13
(i) in clause (i), by striking ‘‘and’’ at 14
the end; 15
(ii) by redesignating clause (ii) as 16
clause (iii); and 17
(iii) by inserting after clause (i) the 18
following: 19
‘‘(ii) in the case of a State that uses 20
such grant to identify specific sources of 21
contamination pursuant to paragraph (5), 22
any data relating to such identified sources 23
of contamination; and’’; and 24
(C) by adding at the end the following: 25

‘‘(5) IDENTIFICATION OF SPECIFIC SOURCES OF 1
CONTAMINATION.—A State or local government re-2
ceiving a grant under this subsection may use such 3
grant to identify specific sources of contamination 4
for coastal recreation waters, including nearby shal-5
low upstream waters, adjacent to or present on 6
beaches or similar points of access that are used by 7
the public.’’; 8
(2) in subsection (g)(1)— 9
(A) by inserting ‘‘, including nearby shal-10
low upstream waters,’’ after ‘‘coastal recreation 11
waters’’; and 12
(B) by inserting ‘‘or present on’’ after ‘‘ad-13
jacent to’’; and 14
(3) in subsection (i), by striking ‘‘$30,000,000 15
for each of fiscal years 2001 through 2005’’ and in-16
serting ‘‘$30,000,000 for each of fiscal years 2025 17
through 2029’’. 18
(b) A
UTHORIZATION OF APPROPRIATIONS.—Section 19
8 of the Beaches Environmental Assessment and Coastal 20
Health Act of 2000 (Public Law 106–284; 114 Stat. 877) 21
is amended by striking ‘‘2001 through 2005’’ and insert-22
ing ‘‘2025 through 2029’’. 23

SEC. 3. GUIDANCE. 1
In providing guidance to States and local govern-2
ments receiving grants under section 406 of the Federal 3
Water Pollution Control Act (33 U.S.C. 1346), the Ad-4
ministrator of the Environmental Protection Agency shall 5
ensure that such guidance reflects innovations in testing 6
technologies for water contamination. 7
