To prohibit Federal funds from being awarded or otherwise
made available to the Manhattan District Attorney’s Office.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Accountability for 4
Lawless Violence In our Neighborhoods Act’’ or the 5
‘‘ALVIN Act’’. 6
SEC. 2. PROHIBITION ON FEDERAL FUNDING WITH RE-7
SPECT TO MANHATTAN DISTRICT ATTORNEY. 8
(a) P
ROHIBITION ONFEDERALFUNDING.—Notwith-9
standing any other provision of law, no Federal funds may 10

(b) R
ECISION ANDREPAYMENT OFFEDERALFUND-3
ING.—The unobligated balances of all amounts allocated 4
for or otherwise made available to the Manhattan District 5
Attorney’s Office is hereby rescinded, and the Attorney 6
General shall take such steps as may be necessary and 7
practicable to require the Manhattan District Attorney’s 8
Office to reimburse the Federal Government for all 9
amounts expended for such Office after the date of Janu-10
ary 1, 2022. 11
