To provide a definition of reasonable rate for noncontiguous
domestic ocean trade, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Noncontiguous Ship-4
ping Reasonable Rate Act of 2024’’. 5
SEC. 2. NONCONTIGUOUS DOMESTIC OCEAN TRADE. 6
Section 13701(d) of title 49, United States Code, is 7
amended by striking paragraph (1) and inserting the fol-8
lowing new paragraph: 9

‘‘(1) IN GENERAL.—For purposes of this sec-1
tion, a rate is reasonable if such rate is within 10 2
percent of a rate set by a comparable international 3
ocean rate index recognized by the Federal Maritime 4
Commission.’’. 5
