A BILL 
To direct the Director of the Bureau of Land Management 
and the Chief of the United States Forest Service to 
conduct a study of onshore mineral values and the Direc-
tor of the Bureau of Ocean Energy Management to 
conduct a study of offshore mineral values. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Abundant American 4
Resources Act of 2025’’. 5

SEC. 2. ONSHORE AND OFFSHORE MINERAL VALUE STUD-1

(a) O
NSHOREMINERALSTUDY.—Not later than 3
three years after the date of the enactment of this sec-4
tion— 5
(1) the Director of the Bureau of Land Man-6
agement, shall complete (including through a con-7
tract with a private entity) a study to determine the 8
dollar value of liquid, gaseous, locatable, leasable, 9
and salable minerals present in each covered onshore 10
area under the jurisdiction of the Director; and 11
(2) the Chief of the Forest Service, shall com-12
plete (including through a contract with a private 13
entity) a study to determine the dollar value of liq-14
uid, gaseous, and locatable minerals present in each 15
covered onshore area under the jurisdiction of the 16
Chief. 17
(b) O
FFSHOREMINERALSTUDY.—Not later than 18
three years after the date of the enactment of this section, 19
the Director of the Bureau of Ocean Energy Management 20
shall complete (including through a contract with a private 21
entity) a study to determine the dollar value of liquid, gas-22
eous, and locatable minerals present in each covered off-23
shore area under the jurisdiction of the Director. 24

NCLUDED ANDEXCLUDEDAREAS.—The studies 25
required under subsections (a) and (b) shall— 26

(1) include co-managed areas; and 1
(2) exclude— 2
(A) any unit of the National Park System; 3
and 4
(B) any national monument designated as 5
an area of critical environmental concern before 6
January 1, 2000. 7
(d) D
EFINITIONS.—In this section— 8
(1) the term ‘‘area of critical environmental 9
concern’’ means an area that meets all of the cri-10
teria identified under section 1610.7–2(d) of title 11
43, Code of Federal Regulations; 12
(2) the term ‘‘co-managed area’’ means an area 13
that is under the jurisdiction of two or more Federal 14
agencies; 15
(3) the term ‘‘covered onshore area’’ means— 16
(A) a national monument— 17
(i) that is not a marine national 18
monument; and 19
(ii) that was designated after Decem-20
ber 31, 1999; 21
(B) an area of critical environmental con-22
cern; and 23
(C) an area that has been withdrawn 24
from— 25

(i) entry under the general mining 1
laws; or 2
(ii) operation of the mineral leasing 3
and mineral materials laws; 4
(4) the term ‘‘covered offshore area’’ means— 5
(A) a marine national monument; 6
(B) an offshore area that has been with-7
drawn from— 8
(i) entry under the general mining 9
laws; or 10
(ii) operation of the mineral leasing 11
and mineral materials laws; and 12
(C) an offshore area that is otherwise des-13
ignated as an area under moratorium; 14
(5) the term ‘‘liquid minerals’’ includes crude 15
oil; and 16
(6) the term ‘‘gaseous minerals’’ includes nat-17
ural gas. 18
