R. 758 AN ACT To direct the United States Postal Service to issue regula- tions requiring Postal Service employees and contractors to report to the Postal Service traffic crashes involving vehicles carrying mail that result in injury or death, and for other purposes. Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 2 •HR 758 EH SECTION 1. SHORT TITLE. 1 This Act may be cited as the ‘‘Mail Traffic Deaths 2 Reporting Act of 2025’’. 3 SEC. 2. REGULATIONS ON TRAFFIC CRASH DEATHS AND IN-4 JURIES INVOLVING VEHICLES TRANS-5 PORTING MAIL. 6 (a) I NGENERAL.—Not later than 90 days after the 7 date of enactment of this Act, the Postmaster General of 8 the Postal Service shall issue regulations to require the 9 collection, tracking, and public reporting of information 10 related to deaths and injuries resulting from traffic crash-11 es involving vehicles transporting mail. Such regulations 12 shall establish appropriate mechanisms to monitor and en-13 force compliance with the reporting requirements of this 14 Act and may utilize existing reporting mechanisms in use 15 at the time of enactment of this Act. 16 (b) R EPORTS ONCRASHES.— 17 (1) E MPLOYEES.—Any employee of the Postal 18 Service engaged in the transportation of mail shall 19 report to the Postal Service any traffic crash involv-20 ing the vehicle the employee was operating during 21 such transportation that resulted in injury or death 22 not later than three days after such crash. 23 (2) C ONTRACTORS.—Any contractor (of any 24 tier) of the Postal Service engaged in the transpor-25 tation of mail shall report to the Postal Service any 26 3 •HR 758 EH traffic crash involving the vehicle the contractor was 1 operating during such transportation that resulted 2 in injury or death not later than three days after 3 such crash. 4 (3) C ONTENTS.—Any report submitted under 5 paragraph (1) or (2) shall include detailed informa-6 tion describing, at a minimum, the crash, including 7 the date, time, location, nature of the crash, infor-8 mation identifying the contractor, number of inju-9 ries, fatalities, and any contributing factors to the 10 crash. An employee or contractor (as the case may 11 be) shall update the report, in such form and man-12 ner as the Postal Service deems appropriate, to re-13 flect any change in crash-caused injuries or fatali-14 ties. 15 (4) A CCOMMODATIONS IN EVENT OF INJURY .— 16 The Postal Service shall provide for procedures 17 under which reports may be submitted under this 18 subsection under an alternative deadline in the event 19 a Postal Service employee or contractor is unable to 20 submit a report due to serious injury resulting from 21 the applicable crash. 22 (5) S TANDARD FORM .—The Postmaster Gen-23 eral shall create a standard form available to Postal 24 4 •HR 758 EH Service employees and contractors for the purposes 1 of submitting reports under this subsection. 2 (c) D ATABASE.— 3 (1) I N GENERAL.—The Postal Service shall 4 maintain a continuously updated internal digital 5 database that includes comprehensive information 6 related to deaths and injuries from traffic crashes 7 involving vehicles transporting mail. 8 (2) C ONTENTS.—The database shall include 9 any information provided by Postal Service employ-10 ees and contractors under subsection (b). 11 (d) R EPORT.— 12 (1) I N GENERAL.—The Postal Service shall 13 make available to the public an annual report sum-14 marizing information related to deaths and injuries 15 from traffic crashes involving vehicles transporting 16 mail. 17 (2) C ONTENTS.—The report shall include ag-18 gregated statistics, trends, and analysis to enhance 19 transparency and accountability. 20 (3) P RIVACY.—Information in the report shall 21 be made available to the public in a manner that 22 does not personally identify any Postal Service em-23 ployee, contractor, or any other individual. 24 5 •HR 758 EH (e) PENALTIES.—Any Postal Service contractor who 1 fails to report a traffic crash within the deadline pre-2 scribed under subsection (b) shall be subject to appro-3 priate penalties as determined appropriate by the Postal 4 Service, including fines, suspension of contracts, or termi-5 nation of contracts. The Postal Service may take into ac-6 count the severity of the applicable traffic crash and the 7 frequency of noncompliance with the requirements of this 8 Act by the applicable Postal Service contractor when de-9 termining which penalty to apply (if any). 10 (f) C RASHDEFINED.—In this Act, the term 11 ‘‘crash’’— 12 (1) means an occurrence involving a commercial 13 motor vehicle operating on a highway in interstate 14 or intrastate commerce which results in— 15 (A) a fatality; 16 (B) bodily injury to a person who, as a re-17 sult of the injury, immediately receives medical 18 treatment away from the scene of the accident; 19 or 20 (C) one or more motor vehicles incurring 21 disabling damage as a result of the accident, re-22 quiring at least one of the motor vehicle to be 23 transported away from the scene by a tow truck 24 or other motor vehicle; and 25 6 •HR 758 EH (2) does not include— 1 (A) an occurrence involving only boarding 2 and alighting from a stationary motor vehicle; 3 or 4 (B) an occurrence involving only the load-5 ing or unloading of cargo. 6 Passed the House of Representatives March 3, 2025.
