To amend the Small Business Act to include requirements
relating to new small business entrants in the scorecard
program, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Small Business Pro-4
curement and Utilization Reform Act of 2025’’ or the 5
‘‘SPUR Act’’. 6
SEC. 2. MODIFICATIONS TO SCORECARD REQUIREMENTS. 7
Section 15(y) of the Small Business Act (15 U.S.C. 8
644(y)) is amended— 9
(1) in paragraph (2)— 10

(A) by redesignating subparagraph (E) as 1
subparagraph (F); and 2
(B) by inserting after subparagraph (D) 3
the following new subparagraph: 4
‘‘(E) The number of new small business 5
entrants, including new small business entrants 6
that are small business concerns owned and 7
controlled by service-disabled veterans, qualified 8
HUBZone small business concerns, small busi-9
ness concerns owned and controlled by socially 10
and economically disadvantaged individuals, and 11
small business concerns owned and controlled 12
by women awarded prime contracts in each 13
North American Industry Classification System 14
code during the fiscal year, and a comparison 15
to the number awarded prime contracts during 16
the prior fiscal year, if available.’’; 17
(2) in paragraph (3), by striking ‘‘subpara-18
graphs (B) through (E) of paragraph (2)’’ and in-19
serting ‘‘subparagraphs (B) through (F) of para-20
graph (2)’’; and 21
(3) by amending paragraph (6) to read as fol-22
lows: 23

EFINITIONS.—In this subsection: 24

‘‘(A) NEW SMALL BUSINESS ENTRANT .— 1
The term ‘new small business entrant’ means a 2
small business concern that— 3
‘‘(i) has been awarded a prime con-4
tract by a Federal agency; and 5
‘‘(ii) has not previously been awarded 6
a prime contract by any Federal agency. 7
‘‘(B) S
CORECARD.—The term ‘scorecard’ 8
means any summary using a rating system to 9
evaluate the efforts of a Federal agency to meet 10
goals established under subsection (g)(1)(B) 11
that— 12
‘‘(i) includes the measures described 13
in paragraph (2); and 14
‘‘(ii) assigns a score to each Federal 15
agency evaluated.’’. 16
SEC. 3. COMPLIANCE WITH CUTGO. 17
No additional amounts are authorized to be appro-18
priated to carry out this Act or the amendments made 19
by this Act. 20
