Secondary Education Act of 1965 and use such funds 
to award block grants to States, except as otherwise 
appropriated by Congress. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Building Lasting Op-4
portunities for Community K–12 Act’’ or the ‘‘BLOCK 5
Act’’. 6

SEC. 2. BLOCK GRANTS TO STATES. 1
Beginning with fiscal year 2026, and each succeeding 2
fiscal year thereafter, the Secretary of Education shall 3
award block grants to each State in an amount that the 4
State received under the provisions listed in section 3 for 5
fiscal year 2025, except as otherwise appropriated by Con-6
gress. 7
SEC. 3. REPEAL OF CERTAIN FORMULA GRANTS UNDER 8
THE ELEMENTARY AND SECONDARY EDU-9
CATION ACT OF 1965. 10
On October 1, 2025, the following provisions of the 11
Elementary and Secondary Education Act of 1965 (20 12
U.S.C. 6301 et seq.) shall be repealed: 13
(1) Grants to local educational agencies under 14
part A of title I (20 U.S.C. 6311 et seq.). 15
(2) State Assessment Grants under part B of 16
title I (20 U.S.C. 6361 et seq.). 17
(3) Migrant Education under part C of title I 18
(20 U.S.C. 6391 et seq.). 19
(4) Neglected and Delinquent under part D of 20
title I (20 U.S.C. 6421 et seq.). 21
(5) Supporting Effective Instruction State 22
Grants under part A of title II (20 U.S.C. 6611 et 23
seq.). 24
(6) English Language Acquisition under part A 25
of title III (20 U.S.C. 6811 et seq.). 26

SEC. 4. DEFINITION OF STATE. 12
In this Act, the term ‘‘State’’ means the 50 States, 13
the District of Columbia, and Puerto Rico. 14
