SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Safe and Smart Fed-4
eral Purchasing Act’’. 5

SEC. 2. REVIEW TO DETERMINE THE IMPACT OF THE LOW-1
EST PRICE TECHNICALLY ACCEPTABLE 2
SOURCE SELECTION PROCESS ON NATIONAL 3
SECURITY. 4
(a) R
EVIEW.—The Director shall review the procure-5
ment management practices of Defense and Civilian agen-6
cies to determine whether the provisions of section 7
15.101–2 of the Federal Acquisition Regulation have cre-8
ated any national security risk. 9
(b) R
EPORT.—Not later than 180 days after the en-10
actment of this Act, the Director shall submit a report 11
on the results of the review under subsection (a) to— 12
(1) the Committee on Oversight and Govern-13
ment Reform of the House of Representatives; and 14
(2) the Committee on Homeland Security and 15
Governmental Affairs of the Senate. 16

EFINITIONS.—In this section: 17
(1) D
EFENSE AND CIVILIAN AGENCY .—The 18
term ‘‘Defense and Civilian agency’’ has the mean-19
ing given the term ‘‘agency’’ in section 133 of title 20
41, United States Code. 21
(2) D
IRECTOR.—The term ‘‘Director’’ means 22
the Director of the Office of Management and Budg-23
