SECTION 1. RATES OF PAY FOR A PROVIDER OF CARE OR 1
SERVICES FURNISHED TO A VETERAN UNDER 2
THE COMMUNITY CARE PROGRAM OF THE 3
DEPARTMENT OF VETERANS AFFAIRS. 4
(a) R
ATES.—Section 1703(i) of title 38, United 5
States Code, is amended— 6
(1) in paragraph (1)— 7
(A) by striking ‘‘Except as provided in 8
paragraph (2), and to the extent practicable’’ 9
and inserting ‘‘(A) To the extent practicable’’; 10
and 11
(B) by adding at the end the following new 12
subparagraphs: 13
‘‘(B) The Secretary shall establish rates for payments 14
under subparagraph (A) that are specific with respect to 15
the following locations at which the care or services were 16
provided (regardless of the location of the headquarters 17
of the provider): 18
‘‘(i) An inpatient hospital. 19
‘‘(ii) An on-campus hospital outpatient depart-20
ment. 21
‘‘(iii) An off-campus hospital outpatient depart-22
ment. 23
‘‘(iv) An ambulatory surgical center. 24
‘‘(v) The office of a physician. 25

‘‘(C) The Secretary shall ensure that a claim for pay-1
ment under this paragraph includes a unique, geographi-2
cally specific national provider identifier code that identi-3
fies the location of the provider as described in subpara-4
graph (B).’’; and 5
(2) by adding at the end the following new 6
paragraph: 7
‘‘(7) If the Secretary may pay more than one rate 8
under this paragraph for care or services, the Secretary 9
shall pay the lowest such rate.’’. 10
(b) E
FFECTIVEDATE.—The amendments made by 11
subsection (a) shall take effect on January 1, 2026. 12
