A BILL 
To establish Department of Homeland Security funding re-
strictions on institutions of higher education that have 
a relationship with Confucius Institutes, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘DHS Restrictions on 4
Confucius Institutes and Chinese Entities of Concern 5
Act’’. 6

SEC. 2. LIMITATIONS ON CONFUCIUS INSTITUTES’ HOST 1
SCHOOLS. 2
(a) D
EFINITIONS.—In this section: 3
(1) C
HINESE ENTITY OF CONCERN .—The term 4
‘‘Chinese entity of concern’’ means any university or 5
college in the People’s Republic of China that— 6
(A) is involved in the implementation of 7
military-civil fusion; 8
(B) participates in the Chinese defense in-9
dustrial base; 10
(C) is affiliated with the Chinese State Ad-11
ministration for Science, Technology and Indus-12
try for the National Defense; 13
(D) receives funding from any organization 14
subordinate to the Central Military Commission 15
of the Chinese Communist Party; 16
(E) provides support to any security, de-17
fense, police, or intelligence organization of the 18
Government of the People’s Republic of China 19
or the Chinese Communist Party; 20
(F) purposefully undermines the United 21
States’ relationship with Taiwan; 22
(G) aids, abets, or enables the detention, 23
imprisonment, persecution, or forced labor of 24
Uyghur Muslims in the People’s Republic of 25
China; 26

(H) willfully and knowingly engages in ma-1
licious activities, including online disinformation 2
campaigns and propaganda, for the purpose of 3
interfering with United States Federal, State, 4
or local elections; or 5
(I) is affiliated with the Chinese Academy 6
of Sciences. 7
(2) C
ONFUCIUS INSTITUTE.—The term ‘‘Confu-8
cius Institute’’ means a cultural institute funded by 9
the Government of the People’s Republic of China. 10
(3) I
NSTITUTION OF HIGHER EDUCATION .—The 11
term ‘‘institution of higher education’’ has the 12
meaning given such term in section 102 of the High-13
er Education Act of 1965 (20 U.S.C. 1002). 14
(4) R
ELATIONSHIP.—The term ‘‘relationship’’ 15
means, with respect to an institution of higher edu-16
cation, any contract awarded, or agreement entered 17
into, as well as any in-kind donation or gift, received 18
from a Confucius Institute or Chinese entity of con-19
cern. 20
(5) T
HOUSAND TALENTS PROGRAM .—The term 21
‘‘Thousand Talents Program’’ means any techno-22
logical or educational program funded or adminis-23
tered by the Chinese Communist Party’s Ministry of 24
Industry and Information Technology. 25

(b) RESTRICTIONS ON INSTITUTIONS OF HIGHER 1
E
DUCATION.—Beginning with the first fiscal year that be-2
gins after the date that is 12 months after the date of 3
the enactment of this Act, the Secretary of Homeland Se-4
curity shall ensure that an institution of higher education 5
(referred to in this subsection as an ‘‘institution’’) which 6
has a relationship with a Confucius Institute, Thousand 7
Talents Program, or Chinese entity of concern is ineligible 8
to receive any funds from the Department of Homeland 9
Security, unless the institution terminates the relationship 10
between the institution and such Confucius Institute, 11
Thousand Talents Program, or Chinese entity of concern, 12
as the case may be. Upon termination of such a relation-13
ship, the institution at issue shall be eligible to receive 14
funds from the Department of Homeland Security. 15
(c) R
EPORT.—The Secretary of Homeland Security 16
shall submit to the Committee on Homeland Security of 17
the House of Representatives and the Committee on 18
Homeland Security and Governmental Affairs of the Sen-19
ate a report containing information regarding any institu-20
tion of higher education that has a relationship with a 21
Confucius Institute or Chinese entity of concern and re-22
ceives funds from the Department of Homeland Security. 23
