A BILL 
To direct the Comptroller General of the United States to 
conduct a study on grocery costs to United States con-
sumers, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Lower Grocery Prices 4
Act’’. 5
SEC. 2. GAO STUDY ON GROCERY COSTS TO U.S. CON-6
SUMERS. 7
(a) S
TUDY.—The Comptroller General of the United 8
States shall conduct a study on the changes in the Con-9

sumer Price Index for food at home for the 20-year period 1
ending on the date of the enactment of this Act, including 2
such other relevant economic metrics as may be necessary 3
to assess the impact of food at home costs on United 4
States consumers. 5
(b) R
EPORT.—Not later than 180 days after the date 6
of the enactment of this Act, the Comptroller General of 7
the United States shall submit a report to the appropriate 8
committees of Congress that contains— 9
(1) the Comptroller General’s findings from the 10
study conducted under subsection (a); and 11
(2) the Comptroller General’s recommendations 12
to help lower food at home costs for United States 13
consumers. 14

FINED.—In this Act, the term ‘‘appropriate committees of 16
Congress’’ means the following committees: 17
(1) The Committee on Energy and Commerce 18
of the House of Representatives. 19
(2) The Committee on Financial Services of the 20
House of Representatives. 21
(3) The Committee on Finance of the Senate. 22
